Job Description

  • Deliver a responsive and customer focused temporary accommodation (TA) tenancy support service that enables customers to sustain their TA tenancy and successfully move on into suitable secured accommodation.
  • Support the day-to-day operation of the TA Service. Help ensure the service operates within legislative requirements and statutory targets for homelessness and pre-tenancy services.
  • Make suitable emergency accommodation offers to homeless households and help ensure the service meets its statutory interim duty in the most cost-effective way.
  • Provide homelessness and housing advice, develop, and implement TA Move On plans and help homeless households access additional support needed to move on into suitable secured accommodation.
  • Carry out TA floating support visits and occupancy checks. Accurately record evidence and outcomes of visits as well as timely share this information with the customers caseworker.
  • Conduct TA letting and property health & safety inspections using the Housing Health & Safety Rating System (HHSRS).
  • Support the service to ensure TA tenancy letting, void management, health & safety, property repair and maintenance functions operate efficiently
Your duties and responsibilities are:
  • Deliver a high-quality tenancy support service to homeless households in TA and effectively respond to the changing needs of customers and legislation.
  • Support the process of making suitable TA offers, issuing and ensuring TA licence agreements are understood by the homeless household, setting up and maintaining tenancy records on the relevant housing system.
  • Ensure risk assessments are conducted and a fair and transparent process is followed when making TA offers to homeless households. Notify other Local Authorities of TA offers accepted outside of Birmingham.
  • Support the service to reduce and eradicate the use of B&B by ensuring B&B is considered as a last TA offer. Support the process of moving homeless households out of B&B and into dispersed, hostel, PSL or other types of suitable emergency accommodation.
  • Ensure households with children are not placed outside of borough unless there is no alternative TA solution within Birmingham.
  • Deliver floating tenancy support and ensure customers promptly access support identified in their Personal Housing and TA Move On plans. Make referrals to support agencies and build confidence in customers to effectively manage their expenditure and maximisetheir income and independence.
  • Process housing benefit/DHP claim forms to minimise the risk of rent arrears and bad debt. Promptly liaise with TA Finance Officers to determine best course of action in dealing with non-payment of TA rent.
  • Support the service to check the accuracy of invoices and respond to invoice queries.
  • Monitor customer TA admission and attendance. Report any changes in customer circumstances immediately to the caseworker.
  • Follow service procedures when issuing and recording warnings for minor breaches in tenancy. Immediately report serious breaches of tenancy to your line manager and the households caseworker. Attend court evictions where required.
  • Ensure discharge of interim duty and notice to vacate decisions are made in accordance with relevant homelessness legislation and service policies.
  • Support the service to compile TA suitability review paperwork and case bundles for court proceedings.
  • Inspect TA property maintenance and repair work is being completed within set standards, including furniture requirements and standards are being met.
  • Carry out routine TA property health & safety inspections in accordance with relevant legislation and service policies. Promptly report and help respond to TA property compliance issues.
  • Report safeguarding concerns and health & safety risks/breaches to the appropriate person, service, or agency.
  • Establish and build effective relationships with local communities, other statutory and voluntary agencies, commissioners, and providers to help the service deliver effective TA tenancy support.
