Job Description

PLEASE APPLY FOR THIS ROLE BY MIDNIGHT, THE DAY BEFORE EXPIRYTeam OverviewThe radio spectrum is a vital resource used by almost everyone in the UK, consumers as well as businesses, it touches every aspect of our lives. The radio spectrum connects our mobiles, wireless headphones, tablets and computers. It enables the weather tobe forecast and TV and radio broadcasting to operate. Without access to the radio spectrum the emergency services and national air traffic control centres would not be able to communicate - its that important.The Spectrum Compliance Teams role is to assist with the protection and management of the radio spectrum by carrying out investigations particularly in relation to statutory duties and functions pertinent to:

  • Offences under the Wireless Telegraphy Act 2006, particularly Illegal broadcast stations
  • Illegal products subject to the Radio Equipment Regulations and the Electromagnetic Compatibility Regulations
Purpose of the RoleThe Spectrum Compliance team conduct market surveillance, investigations and enforcement activities particularly in relation to illegal broadcast stations (pirate radio) and non-compliant radio and electrical products. We carry out investigations and conductenforcement action to remove interference to spectrum and target equipment causing harmful interference at the point it is placed on the market or when in use. This activity requires the searching of premises under search warrants, property seizure, and interviewsof suspects.Key responsibilitiesYou will be a member of a small team of Compliance officers based at our Birmingham Office, but also supporting the team across the UK. You will be responsible for ensuring that all relevant elements of UK statutes for the conduct of criminal investigations,Codes of Practice and Ofcom policy are upheld.
  • Lead and manage criminal investigations, analysing information, setting intelligence requirements and utilising investigatory powers.
  • Develop operational plans, coordinate resources to support enforcement action and produce case files for prosecution.
  • Conduct of market surveillance investigation and compliance activities under the UK Radio Equipment Regulations and Electromagnetic Compatibility Regulations, and provisions contained in the Wireless Telegraphy Act.
  • Ensure that any relevant statistical data produced is maintained and available.
  • Manage and deploy of technical equipment they need to complete their investigatory functions.
  • To represent and support the Compliance team internally and externally across the UK, as and when required.
  • To role model Ofcoms values and behaviours.
Skills, Knowledge and experienceTechnical knowledge & expertise
  • Experience of presenting cases to an evidential standard for criminal proceedings.
  • Knowledge and application of applying key legislation e.g. PACE, CPIA, IPA/RIPA.
  • Competent and experienced in the seizure, retention and examination of evidence.
  • Experience of undertaking open-source research.
  • Case policy decision making.
  • Competent user of Microsoft Office and similar business ICT applications.
  • Trained/experienced in method of entry and/or willing to undertake training.
  • Maintaining strict personal standards of confidentiality and security and be prepared to undergo higher level (SC) vetting.
Qualifications
  • The successful applicant will have the type of experience typically from working as an experienced criminal investigator with knowledge and experience in that field.
  • Knowledge and experience in radio communication technology is desirable but not essential.
  • Awareness of digital forensics is desirable not essential.
  • To hold a valid UK driving licence.
