Job Description

2587 Programme Governance, Assurance and Change ManagerYour new roleNational Highways has an exciting new opportunity for a Programme Governance, Assurance and Change Manager to join our Major projects directorate.This role ensures National Highways provides and operates a strong governance framework to deliver its Regional Investment Programme (RIP) South in a safe, customer and delivery focussed manner.You will work closely with (RIP) North and the Sponsor team, collaborating across the north and south divisions.The role will ensure compliance with all NH and MP Investment Standards (per IDC End-to-End Manual). This will include being the programme-level expert for assurance, approvals, and change control processes that sustain the baseline.The role provides the main representation for the SRO and wider programme leadership into NH Governance & Assurance (G&A) across the three Lines of Defence (LoD). The role is central to aggreging NH Way We Work standards with NH Leadership, advising deliveryprogramme leadership and teams by being a Centre of Excellence (CoE), and monitoring performance and compliance of application.This role can be flexible to work from Birmingham, Bedford, Bristol, and Guildford with frequent travel between sites.What youll be leading onUsing your experience in Governance and Assurance (G&A) to represent the programme in the NH Governance and Assurance community and Standards and Investment Working Group. Shape, influence and lead the development of Business Standards and Processes.Be the single point of contact for internal assurance coordination across the programme to drive consistency & efficiencyProvide RIP Centre of Excellence (CoE) on Governance & Assurance and Lead Programme G&A to make our business better whilst keeping us out of trouble.Develop, own, and maintain a Governance & Assurance (G&A) Service Catalogue setting out how Programme and Regional Governance resources provide support within the context of Integrated Project Controls (IPC) to National and Regional Baseline Managers.Safeguard against over or under-application of G&A standards. Balance application of the G&A process and Way We Work standards to achieve continual improvement of programme performance, agility, efficiency, control, and predictability.Sustain integration across lines of defence (LoD) and with supply chain, between RIP programme delivery and business management, through continuous improvement of meetings. Own term of reference for Programme, Regional, and Project Committees in collaborationwith SRO, Director of Sponsorship, and Regional SponsorsProvide Secretariat and on the day facilitation of Programme Committee, Programme Reviews and Service SLT meetings. This will include shaping and agreeing on agendas with RIP SLT, and owning EDNA (Escalation, Decisions, Notifications, Actions) tracker. Providedirection to Regional Governance Leads and PMO Managers as Secretariat to Regional Committee.Provide set up support, G&A and baseline performance input into RIP SLT meetings with NH Exec: RIP Business Review with MP Exec; Escalations into MPLT; IDC Dry Run; OD-MP Exec Quarterly Interface; RIP CBR and CBR and Tier 1 Business Review. Own process to ensureRIP has a clear record of decision-making with wider HE forums.Support the management of the interface with respect to G&A with other MP projects/programmes where scheme elements may overlap or where dependencies or inter-dependencies may exist.With the Director of Sponsorship, Delivery Director, and Regional Sponsors, co-ordinate Lines of Defence model to achieve continuous improvement in the quality and predictability of assurance, IDC and IC Investment SubmissionsCreate Steering Groups, define and direct G&A special projects drawing on regional G&A team RIP Delivery and Sponsorship), and broader NH teams -development of G&A data management, procurement, and management of suppliers in G&A context.To be successful youll needAbility to influence and challenge senior leadersAbility to use G&A to drive predictable baseline performance through Integrated Project ControlStrong interpersonal skills, including verbal and written communication.Build and sustain positive relationships across HE LoDs, across RIP regions, and into the supply chain.Create impact through an ability to influence and challenge senior leadersInspire and develop G&A direct reports, and delivery teams re, G&AStrong IT skills - advanced skills in Excel, PowerPoint, and Oracle reports.Senior experience in Programme and Project Management rolesSenior Experience in Leading Governance and Assurance Line Of DefenceExperience developing and interpreting G&A performance data and intelThrough Experience ability to design, agree, and direct continual improvement of G&APortfolio, Programme, Project qualifications - e.g., P3M3, MSP, PrinceMember of the Association of Project Managers (APM) or similarExperience in Earned Value management techniquesA bit about usRegional Investment Programme (RIP)Major Projects is responsible for the delivery of nearly 70 projects with a total value more than £14 billion, and some of the most exciting and challenging projects in the country.
