Job Description

Policy Evaluation Manager Birmingham, West Midlands (with hybrid working)Are you passionate about shaping effective policies and ensuring their impact We are currently looking for two dynamic and experienced Policy Evaluation Managers to join our team in Birmingham. One of these roles will be permanent opportunity, whilst the otheris a Fixed Term Contract for 12 months. The immediate focus is on the evaluation of policy changes that take forward the Commission’scommitments following the Government’s White Paper- High Stakes: Gambling Reform for the Digital Age.Your role will also involve:- Ensuring our evaluation process and associated resources are clearly and effectively articulated and executed, as part of a wider policy development process. This includes ensuring we retain and apply learning so that what works (or doesn’t) informs futurepolicy development.- You’ll have experience of successfully developing and delivering evaluations, including evaluation strategies, in project management and complex environments. This includes helping to plan, design, procure and oversee evaluation activities. You will havethe ability to apply critical thinking skills to develop and implement creative solutions to complex problems.- The delivery of evaluation projects of different scales from start to finish. For externally commissioned work, this will require project management, contract management and potentially budget management responsibilities.- You’ll have effective interpersonal skills, with the ability to enthuse, support and build working relationships at all levels. You will collaborate internally - particularly with colleagues in our Policy, Research and Statistics, PMO and Communications teams- and work in partnership with external stakeholders.- Successfully communicating the outcome of projects, including through the production of high-quality written reports, presentations, and other outputs. You will have experience of communicating effectively to a mixture of audiences.About YouThe successful candidate will have the following skills and experience:- Understanding of a range of evaluation frameworks and methodologies - Experience of successfully developing and delivering evaluation, including evaluation strategies, in project management and complex environments.- Capability in the development and delivery of stakeholder mapping and engagement strategies, and in managing relationships successfully.- Experience of documenting, maintaining and promoting evaluation processes and related resources, and ensuring they are adhered to - Ability to mobilise, motivate, guide and instruct multidisciplinary teams, and to present to and influence senior colleagues.- Developing a range of concise and coherent communications, including for evaluation outputs- Experience of procurement and management- Excellent organisational skills, and capacity to juggle a wide range of priorities and competing deliverables.Desirable:- Working in a policy and/or regulatory environment - Matrix management working style.- Budget management About UsSet up under the Gambling Act 2005, the Gambling Commission is committed to safeguarding the public against any detrimental impact brought about by gambling.
