Job Description

Job Title: Payroll Manager (6-9 month rolling contract)Salary: £420 - £466.40 day rateLocation: Birmingham City Council (Currently WFH)We are working alongside Birmingham City Council to recruit a Payroll Manager to manage and be responsible for all financial and management activity for the Payroll Service Area including overseeing the administration of payroll processing activities and all associated procedures in accordance with the statutory framework.Duties & Responsibilities

  • To manage on a day-to-day basis the payroll service, comprising approximately 70 staff, ensuring that strategic and business needs and expectations are managed and met to the agreed levels.
  • To develop and be responsible for implementing, reviewing, and monitoring the payroll and pensions’ service plans within a framework of statutory regulations and local authority financial procedures.
  • To be responsible for overall team workload planning and ensuring that team and individual workloads are monitored and reviewed as part of performance management and development.
  • To manage strategic relationships with customers, partners, and other stakeholders, both internal and external, through SLAs and formal contractual agreements.
  • To lead, support and participate in corporate initiatives and activities such as business redesign & planning.
  • Skills & Abilities
  • A relevant professional qualification and/or significant equivalent experience.
  • Significant knowledge of the legislative framework relating to the provision of financial services within the public sector.
  • In-depth knowledge of payroll and pensions services and administration, budgeting, planning, forecasting and performance management.
  • Experience of managing a shared services centre function delivering payroll and pensions’ services at a middle management level within a large and complex organisation.
  • Proven experience of providing professional advice to and working with Officers and Elected Members (or equivalent in an alternative public sector environment) on a range of strategic and operational issues.
