Job Description

Closing Date:04/07/2021Birmingham 2022 are looking for Head of Security Operations, who will be a part of the Senior Management team of the Birmingham 2022 Security Functional Area. The successful candidate will be responsible for leading and delivering Security Operations Scoping& Planning, this role will also lead on the procurement of Physical Security Systems (PSS) & develop the Corporate Security structure as it relates to Birmingham 2022. Informing and developing the overall planning and delivery of operations for the OrganisingCommittee, working very closely with the Director of Security, the Head of Venue Security, West Midlands Police, and other key stakeholders including Birmingham City Council and individual venue operators.Responsibilities

  • Develop detailed delivery plans and an associated procurement strategy for the delivery of operational security solutions to meet Games requirements
  • Manage any allocated budget and spend profile, setting high standards for quality control and governance
  • Liaise with all security partners to ensure that there is a clear understanding of the impact of any capital projects on the security network and how they could impact the Games and work with partners to identify appropriate plans to mitigate any such impacts
  • Maintain the projected staffing plan for security operations, including paid and contractors and budgets to support the security operations function and ensure that service levels are set appropriately in conjunction with the Director of Security
  • Develop relevant Policies, Plans and Procedures as parameters for security operations activities and corporate security activities, ensuring the highest Health and Safety standards are met
  • Coordinate the provision of specialist security input to design of Games venues, sites and facilities
  • Represent the Director of Security in Games-wide planning forums
  • Provide advice and guidance to the Director of Security on relevant legislative requirements
Skills & Experience RequiredEssential
  • Recognised expertise, credibility, and leadership in Security planning with direct practical experience of large high profile and high threat events / projects.
  • Demonstrable experience of delivering / overseeing significant security infrastructure / overlay either permanent or temporary
  • Demonstrable knowledge of security infrastructure lifecycle (conception, deign, delivery) phases
  • Demonstrable knowledge of relevant infrastructure delivery standards, regulation, legislation such as CDM 2015, H&S Act etc.
  • Demonstrable knowledge of recognised CPNI guidelines in regard to delivery of security mitigation solutions
  • Demonstrable contract management experience and a track record of ensuring that suppliers deliver on time and within budget
  • Recognised expertise and experience in Security aspects of event planning and delivery at international level
  • Competent and experienced in translating multiple client requirements into security operations
  • Direct practical experience of providing technical/operational Security expertise to venues housing and supporting major sports events or equivalent events
  • Significant experience in managerial level Security related roles including some major multi-sport event experience
  • Demonstrated experience in managing a complex workforce, including a large contractor and volunteer workforce.
  • Recognised expertise and knowledge of the British security environment.
  • Ability to creatively apply a high level of knowledge to devise bespoke strategies, delivered to tight deadlines
Desirable
  • Diploma of Security and Risk Management would be advantageous.
  • Membership of an appropriate professional body.
  • Provides creative and innovative solutions
  • Competent and experienced in a management role in the Security function for a high-profile, multi-sport Games environment or equivalent
  • Detailed knowledge and understanding of the Commonwealth Games requirements
  • A good understanding of major UK security operators and providers.
  • A strong understanding of the technological solutions that might be procured to provide an effective and economic security outcome for the Games.
