Job Description

Estimating Manager Commercial and Procurement (Commercial Services)Your new role - This role is for multiple locations throughout the UK (Manchester, Leeds, Birmingham, Bedford, Bristol, Guilford)We are looking for driven and motivated Individuals to work within the Cost Estimating Team. We will help to develop your skills, in order that you are able to effectively manage our Estimators in delivering robust estimating outcomes.We offer a wide range of benefits and flexible working for the right candidates. The work is varied, and every scheme provides its own challenges and rewards in delivery of outcomes.We have a dedicated team of Estimators, who work collaboratively to deliver Cost Estimates across the business that can influence nationally important infrastructure being built or being improved. Our next Road investment strategy (RIS) will focus on sustainability,carbon, environmental and maintenance of existing networks and assets.As Estimating Manager, you will provide an estimating (should cost) service to support the planning, management and control of the £25bn investment portfolio:

  • potential capital enhancement scheme/programme and operational contracts to inform investment decisions.
  • agreed capital enhancement schemes to achieve an appropriate commercial balance between value for money and supplier long term sustainability
To enhance the capability of the estimating function; to identify and drive changes in design and construction practices and risk management to develop whole life cost solutions and sustainable efficiency and; to act as a source of authoritative advice oncommercial issues relating to the planning and delivery of the capital portfolio.What youll be leading on
  • Lead, develop, motivate and manage a team of Estimators to deliver cost estimates and related intelligence across the £25bn capital portfolio
  • Identify estimating resource requirement demand and manage resource supply on a matrix management basis.
  • Ensure estimates are accurate and available when required by Major Projects, Operations and Strategy & Planning leadership teams to support planning and delivery of the £25bn capital portfolio.
  • Quality assure and validate estimates prepared by the Estimating Team to inform investment/whole life cost management, contract/framework procurement, efficiency delivery and supplier
  • Develop cost benchmarks of appropriate comparable schemes and commentary on the causes of cost variation from the benchmark.
  • Lead on process, system and modelling changes designed to enhance estimating intelligence.
  • Drive improvements in health and safety performance by ensuring that good practice is identified and appropriately costed in supplier estimates, facilitated through subsequent supplier negotiation engagement and observed by the Estimating Team and commercialcolleagues.
  • Provide Commercial support to Procurement in:
    • developing estimates on the appropriate cost of frameworks and contracts
    • supplier and tender assessment
    • supplier incentive mechanisms
To be successful
  • Significant and demonstrable experience of leading and managing a commercial team at a senior level in project and programme delivery
  • Significant experience of cost estimation and risk management within large programmes of work
  • Experience of statistics, cost capture and interpretation / utilisation of intelligence in an infrastructure environment
  • Experience of cost estimation associated with Highway Capital works and enhancements, Renewal and Maintenance and Response from first principles
  • Proven ability to operate successfully within a matrix management environment
