Job Description

The Commercial Intelligence Manager is responsible for:

  • Providing advice and support to the business on commercial issues to enhance National Highways capability as an informed and intelligent commercial client
  • Providing support in evaluating and reporting the cost base, cost drivers and efficiency delivery across capital and revenue programmes within National Highways
  • Collecting data (e.g. cost) and ensuring that it is relevant, timely and accurate
  • Interpreting data and developing information, leading to intelligence that can be used to recommend improvements in performance and investment decisions
  • Delivering analytical outputs to support various divisions across National Highways who rely on this information to make influential decisions
  • Identifying and reporting opportunities for delivering increased and sustainable value for money, efficiency and delivery of key performance indicators
  • Supporting the development and application of the end to end process required to support and deliver the Efficiency KPI and unit cost management
What youll be doing
  • Mentoring Cost Intelligence Analysts and Senior Analysts as appropriate, and ensuring that they comply with all relevant health and safety policy and processes.
  • Leading commercial work streams designed to enhance National Highways reputation as an informed and commercially intelligent client. This includes:
    • Detailed understanding of cost base and drivers
    • Intelligence relating to relationship between asset condition, asset characteristics, age and investment decision
    • Creation and demonstration of efficiency delivery
  • Supporting the design and implementation of:
    • robust processes and systems for data capture and cost base reporting.
    • cost/data intelligence assurance, ensuring the quality of reporting withstands scrutiny internally and externally. end-to-end sub processes for cost intelligence, and reporting on opportunities for improving sustainable value for money and investment decisions.
  • Maintaining robust processes for efficiency generation, delivery, assurance, governance and reporting
  • Interpreting complex commercial data and identifying trends to draw reasonable conclusions based on robust evidence.
  • Maintaining Unit Cost dashboards
  • Support their team in the resolution of ad-hoc reporting requirements from programmes by converting complex data into simple to understand advice.
  • Co-ordinating and reporting on cost activities
  • Liaising with other members of the Cost Intelligence Team and other stakeholders to improve service to clients.
  • Providing flexible business support, as may be required to deliver projects and work streams to time, quality and within budget.
  • Expanding data intelligence to include sustainability and carbon initiatives that meet our aspirations towards netzero.
To be successful
  • Studying for an appropriate professional qualification (preferably already having a degree)
  • Commercial and financial management understanding
  • Have a reasonable understanding of contracts within the construction sector (NEC4)
  • Economic analysis understanding
  • Process and system development experience
  • Stakeholder management and influencing skills
  • Delivering commercial outcomes
  • Advanced capability in data analytics
  • Logical reasoning capability to manage and use data to inform decision making
  • An awareness of operating software in a cloud based environment (e.g. Azure)
