Job Description

This progressive Town Council is looking to recruit a Head of Governance and Planning to work with the Senior Team and provide leadership, vision, and strategic direction to the Council.This is a key role within the Council, and you will have notional responsibility for the staff at the Council headquarters as well as functional responsibility for the site and the Councils Governance, Planning and Committee activities under the direction of the Clerk & Chief Executive.KEY ACCOUNTABILITIES

  • Support the Town Clerk & Chief Executive in promoting strong, inspirational, and effective leadership across the Council.
  • Help promote a performance management culture throughout the organisation, driving the continuous improvement of services towards the Council’s aspiration of being a nationally recognised leading local council.
  • As part of the Council Management Team act as an ambassador for the Council and the town.
  • Promote a positive and constructive interface between Elected Members and Officers, support the democratic processes, and act as the Council’s principal advisor on strategic policy options and professional matters.
  • Work with the Principal Authority in seeking out ways of improving the delivery of public services and functions to the Town.
  • Work with the Principal Authority in seeking out ways of maximising benefits to the Town by way of the planning system.
  • Ensure that all service delivery is customer-focused and delivered within a framework that recognises and respects the diverse nature of the community, with an emphasis on inclusion and access.
  • Ensure the Council’s commitment to equality of opportunity for all employees, within a culture of openness and respect, is achieved through the effective implementation of policies.
  • Maintaining the Terms of reference/ Scheme of delegation.
  • Supervising the production of all Agenda and Minutes.
  • Defining the annual calendar of Members meetings.
  • Ensure the Councils adherence to its Standing Orders.
  • Conduct an annual review of the Councils Financial Regulations and ensure adherence.
  • Complete relevant Financial Risk Assessments.
  • Act as the main liaison with Internal Audit and lead on the implementation of any recommendations as a consequence of their report, including reporting to Committee.
  • Support the production of Annual Audit return (AGAR).
  • Manage the Councils Banking arrangements.
  • Maintain oversight of the Councils insurances.
  • To lead on the development and maintenance of the Councils Corporate Plan.
  • Supervision of production of the planning outcomes report.
  • Supervision of Planning responses to CBC.
  • Monitor the Community Centre Budget.
  • Review hires and use of buildings.
  • Develop the Centre for the betterment of the community to include the production of publicity and marketing material.
  • Conduct an annual review of fees and charges as required.
  • Monitor the Councils balances.
  • Transfers between accounts.
  • Manage CCLA deposits.
  • Act as the Councils main liaison with the bank and CCLA.
  • Project work as required.
  • REQUIRED EXPERIENCE & KNOWLEDGE
  • A minimum of 5 years management experience in local government and/or the private sector.
  • Subject matter expertise in Finance/Accounting, Commercial Strategy, Strategic Partnerships and the Town Centre Regeneration/Place Shaping functions.
  • Successful track record of building effective and productive working relationships with senior managers and/or senior politicians.
  • Evidence of building sound internal relationships and excellent external working relationships and networks with the public, private and voluntary sectors.
  • Demonstrable success in change and improvement management, managing a diverse range of services and translating organisational ambitions into real achievements that benefit service users.
  • Successful record of establishing and maintaining a strong performance culture, effective performance and service quality evaluation that involves users and driving up standards and performance.
  • You should be qualified to degree level with a record of continuous professional development in both management and leadership, and hold, or be prepared to study for, the CiLCA qualification within 12 months of appointment. Proof of implementing effective strategy and introducing innovative working in a multi-disciplinary environment is essential and detailed knowledge of the functions and role of a larger local council would be ideal (but not essential).This role would suit a highly committed and enthusiastic individual with a robust character who is both politically aware and has the credibility and resilience to work within a challenging and complex environment.If you are a strong team player who can work across boundaries and achieve performance and results through others, with the ability to see the bigger picture but with an eye for detail, then this could be an interesting career opportunity for you. We are looking for an individual who is committed to local democracy, social justice and accountability; someone who can find the balance between vision, strategy and pragmatic results.This is a permanent role paying £40,000 - £45,000 + 22 days annual leave (rising to 25 days after 5 years’ service) + bank holidays. Standard working hours are Monday to Thursday 9.00-17.00 and Fridays 9.00 -16.30, however, attendance will be required at full Council meetings and Committee meetings, most of which take place in the evenings.
