Job Description

This progressive Town Council is looking to recruit a Head of Finance & Strategic Partnerships to take key responsibility for Finance, Commercial activity, Strategic partnerships and Place Shaping under the direction of the Town Clerk and Chief Executive. This is a key role within the Council, working with the Senior Management team to manage and provide clarity across the Finance and Accounting function.KEY ACCOUNTABILITIES

  • Production of monthly position statements and monthly projected outturns.
  • Production of the original estimates and creation of ad-hoc reports.
  • Interrogation of the accounting ICT system.
  • Closedown of accounts.
  • Management of the payment of accounts process.
  • Management of the payroll in partnership with the Councils outsourced payroll provider
  • Liaison with the Head of Governance & Planning connected to the banking function.
  • Liaison with the Councils internal and external auditors.
  • Management of the revenue function including cash receipts.
  • Managing the Councils Corporate risk register.
  • Completion of regular efficiency and cost reduction reviews.
  • Maintenance of the Terms of reference/ Scheme of delegation.
  • Management of the Councils commercial offer to include the identification of alternative delivery models and bidding for contracts in the wider public and private sector.
  • Management of the procurement function.
  • Management of the contract database.
  • Management of the asset database.
  • Creation and management of corporate and service performance indicators.
  • Generation of new and evolving ideas to maximise the Councils revenue generation
  • Engagement with key strategic partners e.g. (Central Bedfordshire Council, NHS, Bedfordshire Police, Third Sector, Bedford Borough Council) and leverage the Councils influence at a County, regional and national level to include the creation of strategic compacts.
  • REQUIRED EXPERIENCE & KNOWLEDGE
  • A minimum of 5 years management experience in local government and/or the private sector.
  • Subject matter expertise in Finance/Accounting, Commercial Strategy, Strategic Partnerships and the Town Centre Regeneration/Place Shaping functions.
  • Successful track record of building effective and productive working relationships with senior managers and/or senior politicians.
  • Evidence of building sound internal relationships and excellent external working relationships and networks with the public, private and voluntary sectors.
  • Demonstrable success in change and improvement management, managing a diverse range of services and translating organisational ambitions into real achievements that benefit service users.
  • Successful record of establishing and maintaining a strong performance culture, effective performance and service quality evaluation that involves users and driving up standards and performance.
  • You should be qualified to degree level, and ideally a qualified Accountant (ACA, ACCA, CIMA or AAT) with a record of continuous professional development in both management and leadership, and hold, or be prepared to study for, the CiLCA qualification within 12 months of appointment.Proof of implementing effective strategy and introducing innovative working in a multi-disciplinary environment is essential and detailed knowledge of the functions and role of a larger local council would be ideal (but not essential).This role would suit a highly committed and enthusiastic individual with a robust character who is both politically aware and has the credibility and resilience to work within a challenging and complex environment.If you are a strong team player who can work across boundaries and achieve performance and results through others, with the ability to see the bigger picture but with an eye for detail, then this could be an interesting career opportunity for you. We are looking for an individual who is committed to local democracy, social justice and accountability; someone who can find the balance between vision, strategy and pragmatic results.This is a permanent role paying £40,000 - £45,000 + 22 days annual leave (rising to 25 days after 5 years’ service) + bank holidays. Standard working hours are Monday to Thursday 9.00-17.00 and Fridays 9.00 -16.30, however, attendance will be required at full Council meetings and Committee meetings, most of which take place in the evenings.
