Job Description

REED are delighted to support our client a housing organisation who wishes to recruit a Deputy Head of Asset Management to join their teamResponsibilities

  • Deliver the Asset Management Strategy
  • Manage stock condition assessment process&ensure fullinformation to make investment decisions, predict building element failure &estimate costs
  • Plana cycle of stock condition surveys &ensurecomponent replacements recorded
  • Lead in developingstock investment plan aligned with the Financial Plan
  • Ensure 30-year stock investment plan &planned maintenance programmes facilitate the delivery ofobjectivesincluding transitioning sheltered schemes to ‘stay put’ fire strategiesupgrading schemes to a contemporarystandard & achieve carbon reductionsto fulfil ‘Net Zero’ targets
  • Lead regulatory obligations&prompt remediation of damp &mould
  • Draft asset management policies &procedures in line with good practice &legislation
  • Planned Maintenance -Liaisein formulating the annual planned maintenance budget &programme
  • Ensure scheduling of works &procurement of contractorsin line withpolicies & procurement law
  • Manageplanned maintenance projectsensurethey are delivered on time &to a high standard
  • Procure frameworks of contractors &identify3rdparty frameworks through which projects couldbe procured
  • Manage the planned maintenance budget
Response Maintenance
  • Provide support to deliverhigh-quality response maintenance services
  • Provide advice to Technical Officers eg;determining the scope of works &authorising expenditure
  • Assist in contract management, liaisewith contractors&leadincontract management meetings
  • Support development of processes, includingthe implementation of new IT software
  • Updateresponse maintenance policies &procedures
GovernanceAssurance & Compliance
  • Ensure highstandards in Health and Safety & in delivery of the planned maintenance programme
  • Support enabling compliance with all statutory ®ulatory obligations
  • Collate &present KPIs &performance data
  • Provide accuratereports to Board and Committees
  • Facilitate internal audits, draft terms of reference &implement recommendations
  • Draft policies &procedures
Essential Qualifications 3rdlevel qualification in a relevant subject, e.g. Surveying, Building or EngineeringMinimum of 3years’ experience gained in a housing, building or related organisation with experience in the management of a planned & cyclical maintenance programme.
  • Desirable Qualifications -Health and Safety qualification: e.g. NEBOSH Cert; CSR Gold Card
  • Membership of a relevant professional body, e.g. CIOH/CIOB/RICS
  • Working knowledge of AutoCAD
Experience
  • Minimum of 3years’ experience gained in a housing, building, or related organisation, ableto demonstrateexperience in the management of a planned / cyclical maintenance programme
  • Managing construction contracts
  • Achievetargets &objectives
  • Strategic planning, project management &organisational reporting skills
  • Public sector or housing association experience (Desirable)
Knowledge
  • Knowledge of Building Regulations; statutory health &safetyin construction &asset management
  • Excellent communication & experience of writing reports, presentations &policies
  • Planning skills& problem solving skills
  • Excellent time management skills, ableto organise &prioritise workload todeadlines
  • Confidentuse of MS 365 / Office
  • Full driver’s licence &access to own car for NI travel
