Job Description

NHS BuyerLocation: WirralJob Type: TemporaryDuration of booking: Temporary role with no end dateBase: Hospital and OfficeThis role will be based on site, in regards of working from home 1 or 2 days a week, this would need to be discussed with the client, the expectation for this role will be to work on site 5 days a weekPay Rates:£12.50-£15.50 paye per hour£14.00-£17.50 paye inclusive of holiday pay per hour£16.00-£19.50 umbrella per hourDepending on skill, experience and qualificationsWorking Days and Hours: 37.5 hours a week, Monday -Friday, 9:00-17:00Job Purpose

  • To ensure that all non-pay spend is subject to robust procurement practices that guarantee the Trust is compliant with the public procurement legislative framework, local procurement and financial policies and Standing Financial Instructions (SFI’s)
  • To ensure that the Trust’s non-pay expenditure is used effectively and provides the best value for money.
  • To actively contribute to the development of the annual workplans and pipeline plan.
  • To contribute to the Trust’s Cost Improvement Programme (CIP) through the identification, delivery and management of savings and efficiencies from a range of Divisional /category specific procurement projects and initiatives.
  • To contribute to the delivery of improvement against the Model Health System Procurement Metrics
  • To contribute to the delivery of the Trust’s Procurement Strategy - embedding best practice in the categories you have responsibility for, and engaging and educating end users.
  • To contribute to the continuous improvement of the Procurement Service and to enhance procurement capability across the Trust
  • To deliver a responsive, effective and efficient procurement service to end users
  • To support the Divisional Procurement Managers on high value and complex procurement projects/schemes.
  • To actively promote and raise the profile of the Procurement function throughout the Trust, and to represent Procurement externally at events and on working groups.
Duties
  • To identify, lead and manage and deliver CIP savings and efficiencies from a broad range of schemes and initiatives
  • To identify, lead and manage the delivery of a range of projects and initiatives to increase the value of the Trust’s non-pay spend under formal contract and to reduce ad-hoc spend
  • To engage with stakeholders to determine and agree the project scope and delivery timeframe.
  • To calculate the anticipated value of savings and efficiencies for procurement projects identified through the spend analysis process; and to have your methodology and calculations validated by the appropriate Principal Financial Accountant prior to projectcommencement.
  • To determine the most appropriate procurement strategy and route to market for the contracts and schemes within your portfolio
  • To keep appraised of accessible framework agreements and other collaborative opportunities and to analyse the potential benefits to the Trust
  • Effectively manage procurement projects assigned to you to ensure they are delivered within the timescale and that benefits are maximised.
  • Use the results of your analysis and benchmarking activity to identify new projects and savings opportunities on a regular basis throughout the year
  • Identify opportunities and formulate schemes that will increase contract coverage, deliver quality and/or cost benefits and cost to serve efficiencies
  • Identify opportunities to standardise and rationalise products and suppliers
  • Identify opportunities for collaboration across the ICS or with other NHS partner organisations
  • Toconduct benchmarking exercises of the Trust prices against national data (SCS) and take compliant action to reduce any adverse price variations identified
  • Identify opportunities to catalogue regularly purchased goods
  • To lead and manage tendering exercises (PCR2015, local tenders, RFQs, and further competition exercises) under the direction of the Divisional Procurement Manager
Qualifications, Skills and Experience
  • CIPS Level 6 (Professional) or educated to Degree level
  • Experience of working in a public sector procurement role
  • Experience of working with electronic procurement and data analytics systems
  • Full understanding and working knowledge of the public contract regulations and other legislative and policy governing NHS procurement and the practical application of these to procurement exercises;
  • Ability to effectively plan and prioritise own programme of work and to deliver projects to predetermined timescales
  • Ability to analyse often complex data from multiple sources and from this formulate procurement strategies for the control, management and reduction of non-pay spend
  • Effective negotiating skills
  • Highly developed communication and presentation skills
  • Good interpersonal, and team working skills
  • Computer literate with sound knowledge of electronic supply management and information systems, particularly computerised e-tendering systems. Competent in the use of Excel and Word
  • Ability to build meaningful business relationships with colleagues from a range of disciplines (clinical, nursing, finance etc)
  • Ability to work effectively under pressure and to balance competing priorities
  • Adaptable, innovative and flexible
  • Able to maintain concentration on detailed tasks e.g. analysis of financial data, tender evaluation, calculation of costs, within a busy working environment.
