Job Description

Housing OfficerLocation: Wirral & Ellesmere PortSalary: Circa. £28,000- £30,000 plus 5% performance related pay after probationary period ends.Responsible To: Head of HousingThe Housing Association is a medium sized developing housing association operating exclusively on the Wirral Peninsula. It manages a stock of approximately 900 housing units including rehabilitated terraced houses in Central Birkenhead, some newly builtdwellings in surrounding areas, 3 sheltered schemes for the elderly, flats over shops and a small but varied selection of special needs schemes.They are looking for a full time Housing Officer who will have responsibility for general needs housing stock. The Housing Association seek to be a caring organisation and pride themselves on the services they offer to their tenants.Essential Attributes:

Key AreasTo deliver high quality, customer focused housing management services in all aspects of the tenant and landlord relationship- The post holder will aim to meet all key performance targets and deliver a service against the Associations corporate objectives.Main Tasks
  • To take a proactive approach to the core housing management functions of lettings and void management of general needs and to maximise income and occupancy rates, to promote successful tenancies and to ensure compliance with the requirements of the CBLschemes in Wirral and CW&C.
  • Ensure properties are let to ensure that rent loss and associated void costs are minimised in line with targets.
  • To ensure tenancies are managed effectively in accordance with statutory requirements and the Associations policy and procedure
  • Develop and implement local neighbourhood plans to enable proactive service provision, partnership working to improve services, training and welfare to work opportunities for tenants, and identify development or service opportunities for WMHA.
  • Ensure that ASB cases are dealt with in line with WMHA policies and procedures and current best practice, to ensure appropriate resolutions. Ensure effective liaison with Police, Anti-Social Behaviour Units and other relevant agencies.
  • To initiate community events and working with agencies and partners to secure the successful implementation and delivery of community projects that are in line with the Associations objectives
  • Monitor and utilise a neighbourhood budget to ensure WMHA delivers a value for money service in its neighbourhoods.
  • Monitor internal and external communal areas, subject to service charge contracts ensuring high standards are maintained and contract obligations are met. Ensure all risk assessments are carried out and Health and Safety issues are monitored and dealt within accordance with FRA guidelines.
  • Manage the Commercial portfolio for the Association and work with the tenants to renew leases. Ensure all compliance matters have been addressed by the tenant.
  • To establish and maintain good working relationships with key external partners and agencies and representing the Association at meetings where appropriate.
  • To develop and maintain an adequate level of knowledge of legislation, policy and practice in all job functions and to actively participate in identifying own training/ development needs and to co-operate in any training and development offered by the Association.
  • To provide statistical reports associated with the areas of responsibility both internally and to external agencies and partners as required.
  • To provide cover for absences to ensure standards of service are maintained at all times.
  • To carry out any other duties as and when may be required as directed by the Head of Housing
Summary of key terms and conditions of employment
  • Salary: Circa. £28,000- £30,000 plus 5% performance related pay after probationary period ends.
  • Car: Essential car user allowance payable
  • Probation Period: The probationary period for this role is 6 months. During this term the notice period by either party is one month and subsequently one month thereafter.
  • Pension: Contributory pension scheme with the Social Housing Pension Scheme SHPS.
  • Holidays: 25 days (inclusive of 3 days for Christmas holiday period) plus Bank Holidays.
    • Service days = 2 years service = 1 service day
    • Maximum holiday = 10 years + service = 30 days entitlement
  • Hours of Work: 37 Hours with flexible hybrid working.
  • Notice Period: 1 month
