Opus People Solutions on behalf of North Northampton County Council are recruiting for a Tree and Landscape Officer to join their team on a temporary contract for 2 months, starting ASAP. This role is located in Wellingborough, office-based only, offering37 hrs per week. You will be responsible for providing comments on landscaping schemes on Development Control applications, surveying and inspecting trees and ordering tree works. Providing specialist tree related advice to internal and external parties and managing and updatingthe Council TPO portfolio.Principal Responsibilities:1. Providing specialist tree-related advice where required as part the delivery ofthe councils services to our broad range of customers including; Councilsservice teams (particularly Planning and Building Control), our councillors,town and parish councils, contractors, consultants, architects and agents,external groups and organisations, and the public.2. To prioritise and programme arboricultural works and maintain records of treeworks.3. To monitor all aspects of performance and work programmes, checkingstandards of work, and ensuring that statutory requirements and remedialworks are met, and to instruct additional or corrective works.4. To oversee training arrangements for the units workforce as required.5. To ensure that all workforce comply with Health and Safety Policies and reportall issues of non-compliance to the Grounds Services Manager.6. To assist in the preparation of reports and cost assessments on serviceprovision and performance.7. To assist in the maintenance of all Performance Indicator statistics in relationto grounds service provision.8. To assist in the financial management and monitoring of GroundsMaintenance budgets.9. To have responsibility for the Councils range of statutory and otherarboricultural duties, essentially administration of legislation pertaining to treesthat are subject to Conservation Area and Tree Preservation Order status,including managing and updating of the Councils TPO portfolio10.To provide forestry and arboricultural advice and input into council policydocuments and initiatives11.To work in line with the Councils adoption procedure in relation to landadoption and Section 106 Agreements.12.Survey of highway and open space trees using in-house software (Arbortrack)13.Raising public awareness of trees, tree legislation and best practice byensuring provision of up to date self service guidance to our customers via ourwebsite and other forms of communication14.Give advice to Planning Officers on the potential impact of development ontrees, and on landscaping schemes submitted in connection with planningapplications. To give written or oral evidence on planning appeals regardingtree matters (including at Public Inquiry or Hearings).15.To respond to calls concerning dangerous trees and unauthorised tree workswithin specified timescales.16.To assist in the administration of the Councils tree safety managementscheme.17.To prepare tree hazard and risk evaluation reports in respect of Council ownedtrees, and potentially dangerous privately owned trees.18.To answer correspondence, e-mail and telephone enquiries from members ofthe public, Arboricultural Consultants, Parish Councillors, Officers andCouncillors.19.To liaise with the Forestry Commission in relation to Felling Licenceapplications.20.To keep the Councils tree records and register up to date and to assist in themanagement of the sections electronic document filing system.21.To liaise with developers and carryout inspections of land subject to theadoption process.22.Regularly visit sites to assess the need for work to be carried out and toassess the quality of work that has been carried out by contractors23. Maintain good working relationships with the Councils partner, unions, otherCouncil departments and other persons and agencies involved or affected byservice delivery.An ideal candidate is required to meet the below criteria:Experience of maintenance and management of a large tree stock Customer liaison.Experience of programming work.Have an Arboricultural Associations Technicians Certificate in Arboriculture or Level4 equivalent,
