Job Description

Fire Safety AdvisorBand: 7Location: WatfordSector: HealthcareWorking environment: HospitalHours: 37.5 per week, likely to be Monday to Friday 9am to 5pm, working days and hours to discussed at interview.Job Type: Temporary (With potential to lead to permanent)Duration: Ongoing with no specific end date specified at this stage.Rate:£19.50-£22.50 paye per hour£22.00-£25.50 paye inclusive of holiday pay per hour£25.00-£29.00 umbrella per hour**Please note: ability to drive and have your own car is essential**Summary

  • The successful candidate will hold the position of the Trusts Fire Safety Adviser in accordance with the duties and requirements of; Healthcare Technical Memorandums and the Regulatory Reform (Fire Safety) Order 2005 (RRO).
Responsibilities
  • Produce monthly/quarterly/annual reports on fire safety and fire alarm activations for; Trust Board, Fire Safety Security Steering Group, Health & Safety Committee and Department of Health (DoH).
  • Be responsible for the day-to-day management of fire safety throughout the Trust and ensure the Trust statutory requirements are met.
  • Undertake Fire Safety Risk Assessments and Fire Safety Audits as part of the requirements of the Regulatory reform (Fire Safety) Order 2005.
  • Develop and continually monitor and improve the fire prevention and response systems as appropriate. This is particularly important in areas of high fire risk.
  • Be responsible for the continuing evaluation, space and monitoring of the fire alarm testing system undertaken by the Trust’s contractor, liaising with the FM supplier team directly or via the deputy.
  • Act as the Trust’s Fire Safety lead, when the Fire Safety Manager is unavailable, for capital projects and all other projects and day to day operational matters to ensure that all proposed new, upgrading fire alarm/detection systems comply with currentstandards and regulations prior to tendering and installation.
  • Assist the responsible lead as associate author of the Trust fire policy implementation and development of fire management & prevention service policy, service development, within directorate and the Trust and implementation of robust and effective firesafety protocols, procedures and action plans.
  • Assist in developing policies, strategies and for implementation of the Trusts’ fire compliance annual mandatory programme. To continually improve reporting systems in order to maintain a safe environment for patients and staff.
  • Respond to fire incidents out of hours (if on call) and if attending the site, be responsible for ensuring that fire and evacuation procedures have been followed in conjunction with the Trust’s Major Incident Plan
  • Be responsible for the annual undertaking of highly complex risk assessments and development of fire plans that need to be delivered to managers across the Trust.
  • Monitor the provision and maintenance of fire doors, shutters, and other structures via the service provider’s monthly estates meetings.
  • Manage and implement regular fire safety audits on an annual basis and risk assessments for all departments, in accordance with the RRO.
  • Assist with the developing of long-term fire management plans, procurement strategies for the Trust that are on-going and related to the 5 - 10-year strategic development plans.
  • Manage and implement regular fire safety audits on an annual basis and risk assessments for all departments, including Mental Health units, in accordance with the RRO.
  • Develop the fire risk assessment review and ensure that the user departments have an Evacuation policy in place.
  • Be responsible for the completion and maintenance of fire safety risk assessments for the fire service.
  • Assist with managing the fire safety contract in line with the service contract and the Head of Compliance and ensure compliance with the Trust’s policies and procedures.
  • Make decisions and judgements on highly complex situations which require detailed analysis and careful interpretation, some with financial decisions.
  • Act as a principal point of contact, when The Fire Safety Manager is not available, for all staff on matters relating to fire safety management, e.g., fire stopping, fire installations, office expansions, changes, fire system installations, life cycle &refurbishment programs & projects, new builds & fire design.
  • Assist with developing and maintaining a good working relationship with the Hertfordshire Fire Brigade and other relevant bodies, including the Association of Chief Fire Officers.
  • Undertake work and alternative duties as reasonably directed at variable locations in the event of and for the duration of a significant internal incident, major incident or pandemic in accordance with the Trusts responsibilities under the Civil ContingenciesAct.
Knowledge
  • Working knowledge of the Regulatory Reform (Fire Safety) Order 2005
  • Working knowledge of:
    • Fire safety in the workplace
    • Fire risk assessments and audits
    • Fire alarm and fire safety systems
  • Knowledge of legislation & regulation regarding fire the Regulatory Reform Order 2005.
  • Highly specialist expert knowledge of fire safety management.
  • Knowledge of equalities issues and strong commitment to the promotion of equality in employment.
Experience
  • Experience of working in a fire safety or fire engineering environment
  • Fire Management experience within a large service organisation or Fire Authority.
  • Experience of working with both internal and external customers at all levels of an organisation.
  • Experience of effectively applying specialist legislation, regulation, policies, practices and procedures which relate to fire safety.
  • In depth working knowledge of using, installing and interrogated fire safety systems.
  • Experience of delivering/facilitating training programmes.
  • Able to work outside normal working hours.
  • Trained and competent in fire safety design
