Job Description

Job Title: Capital Projects OfficerLocation: Waterbeach, CambridgeSalary: £32,909 to £34,723 dependent on experienceHours: 37 per weekType: Contract (Outside IR35)Length of the contract: Up to 2 yearsGrafton Recruitment are now seeking to appoint an experienced Capital Projects Officer to our client based in Waterbeach, Cambridge. The Capital Projects Officer will be required to lead and deliver on a range of major projects and should be knowledgeableregarding project management, with the ability to facilitate stakeholder groups, demonstrating an ability to communicate effectively. The Capital Projects Officer will also require an understanding of analysing and interpreting data, assisting in developingand delivering major projects. In addition, the post will include community engagement and maximising value for money.Duties of the Capital Projects Officer

  • Support the Waste Services Manager within the Waste Service to ensure the effective delivery of projects that improve the needs of waste infrastructure network.
  • Ensure stakeholders and the local community are kept informed of project progress and queries are dealt with sympathetically and within agreed response times.
  • Support the Waste Services Manager in managing major project delivery to ensure that objectives and agreed milestones relating to programmes are delivered for the project to a high quality and against budget targets.
  • Support the Waste Service Manager on key aspects of the project, procurement, programming financial control and delivery, to ensure they apply the highest level of knowledge, experience and expertise in resolving major issues and enquiries.
  • Support the Waste Service Manager by preparing technical approval reports commissioned by external Consultants by understanding design, procurement, programme, and customer consultation good practices.
  • Assist with the development of efficient and effective processes for the review of major projects. Report on scheme delivery dates, slippages, and forecast delivery dates across the life of a project.
  • Plan initiatives and events, ensuring the effective coordination and integration of organisation and services activities and securing active engagement by identified participants to meet project goals and the clients objectives. Ensure compliance withplanning conditions and site environmental permits.
  • Assist with the engagement of key partners to deliver infrastructure projects that meet the clients and partners objectives.
  • Support the Waste Services Manager with effective internal and external partnerships and collaborative working with a range of stakeholders including other authorities, public bodies, voluntary and private sector organisations in Cambridgeshire, in orderto ensure the appropriate level of coordination and integration of services that will achieve service objectives and secure optimum cost-effective, joined-up working.
  • Support the Waste Services Manager to ensure effective consultation processes to inform the public about proposals and seek their views, and keep customers and stakeholder groups fully updated of work programmes.
  • Comply with policies and systems to ensure that feedback from customers, partners, stakeholders and employees can be evaluated, so that appropriate action can be taken to provide continuous improvement.
  • Support the Waste Services Manager in developing projects that best meet the needs of local community by actively seeking input from local members, key stakeholders, potential users and the local community, throughout the development and delivery of projects.This includes attendance at consultation events.
  • Contribute with colleagues across the directorate, the organisation and partners to ensure major projects are delivered in the most efficient, effective and coordinated manner and represent value for money.
  • Assist in the procurement to maximum effect and achieve value for money targets, through the stages of contract development through tendering processes.
  • Providing monthly progress reports on expenditure and reporting any variances to the Waste Services Manager.
  • Completing financial report monitoring sheets monthly and the forward expenditure plans for projects, identifying expenditure shortfalls or underspends.
  • Understand the requirements of all relevant Health and Safety legislation and best practice in the planning, design and delivery of projects and work programmes.
Role Criteria
  • HNC in a relevant discipline or extensive relevant experience.
  • Continued personal or technical development is desirable.
  • Relevant professional membership is desirable.
  • Developed partnerships with other agencies as a means of ensuring project and service objectives are met.
  • Understanding of financial recording systems for contract monitoring.
  • Understanding of Project Management Principles.
  • Previous experience of construction/infrastructure project delivery.
  • Previous experience of working within a project management role.
  • Comprehensive IT skills.
  • Experience working with a diverse set of stakeholders.
  • Experience of working with locally elected Politicians.
  • Ability to purchases works.
  • Ability to assimilate project data and produce reports to assist with service solutions.
  • Working knowledge of Health and Safety law and the Construction Design and Management Regulations.
  • Ability to deal diplomatically with a range of people.
  • Political sensitivity and the ability to manage conflicting priorities.
  • Ability to plan, manage and prioritise workload to meet deadlines.
  • Strong communication skills both written and verbal.
  • Good problem solving and decision-making skills.
