Job Description

RSR Police is a market leading recruitment business dedicated to supplying experienced practitioners on a temporary, contractual or permanent basis to the Law Enforcement, Cyber Security, Offender Management and Regulatory Services talent markets.RSR Police are currently recruiting on behalf of our Warwickshire based client for a Strategic Estates Programme Lead.This is a full time, temporary role for 24 months offers a daily rate of pay between £500 per day and £700 per day.Main Duties:

  • Delivery of the strategic 3-5-year and 5-10-year estates plan through the appraisal of current assets and risk-based triage of stock condition surveys.
  • Ensure value for money via long-term financial planning to deliver prioritised improvements to the estate within the available budget while identifying cost savings opportunities.
  • Work collaboratively to design and advocate for the optimum footprint of the estate and identify opportunities for rationalisation and cost savings.
  • Establish strong, effective and collaborative working relationships to ensure successful project delivery.
  • Programme manage all material capital projects, including building surveys, planning permission, tender documentation, contract management, cost control, risk management and liaison with external consultants, contractors, architects, and Central / LocalAuthorities.
  • Lead on all planning activities and oversee the construction of new facilities, extensions, refurbishments, and other changes to existing facilities.
  • Negotiate contracts and drive costs down to ensure value for money and provide effective supply chain management.
  • Manage project/estate budgets in conjunction with the Head of Business Operations.
  • Work with Contracts and Procurement team identify, shortlist and award work based on appropriate statement of works and requirements, balancing both price and quality to ensure optimal outcome.
  • Proactively and strategically communicate with all stakeholders on the full life cycle of each project.
  • Regularly review the Estates delivery model, and develop the teams capacity, knowledge and skill-set.
  • Ensure full compliance with all public sector legislation and regulatory requirements.
  • Identify risks and implement mitigations across all areas of responsibility.
  • Ensure on project completion that all of the required documentation and manuals are available.
  • Manage the hand over and defects completion process and monitor until all snags and defects are resolved.
Essential Requirements:
  • Full UK driving license is required.
  • A degree, or equivalent in a relevant area e.g. engineering, surveying, architecture.
  • Member of a relevant institute or professional body e.g. MRICS, MCIOB, RIBA.
  • Project Management Qualification e.g. PRINCE 2, MSP, Agile.
  • Experience in complex estates change management planning and implementation.
  • Experience in design & project management of a diverse range of construction projects, including new buildings and refurbishments.
  • Experience in managing a range of complex and compliant procurement activities.
  • Experience in project management of significant scale estates change / budget management £30-£50m.
