They are the leading global provider of safe, secure and reliable nuclear transport solutions.DescriptionJob Purpose To support the Procurement Manager and contribute to the success of NTS by ensuring that all Sourcing requirements within the Property & Infrastructure Category are delivered in a compliant and timely manner and act as the deputy to the Procurement Manageras operational requirements dictate.To develop sourcing strategies and run compliant tenders in accordance with the Public Contracts Regulations that deliver solutions which improve value from our Suppliers whilst reducing risk and in line with the category plan.To provide contract management support to operational managers of a number of suppliers to ensure delivery of required services and management of any performance issues/disputes and identify areas to unlock value and introduce new innovationPrincipal Accountabilities Key areas

  • Develop Sourcing Strategies for Bronze Procurements and provide support to the development of Silver and Gold Procurement Sourcing Strategies within your category;
  • Organise market engagement events and collation of market insight for the Business for your respective category;
  • Leading and managing multiple Tenders in compliance with the Public Contracts Regulations 2015 (PCRs) and NTS Procurement Processes;
  • Act as Tender Assessment Team secretary as required by the Procurement Manager;
  • Create and issue out Purchase Orders in line with delegations;
  • Provide Contract Management support to the Business for your respective Category;
  • Ensure that NTS meets its legislative, regulatory, customer and stakeholder obligations at all times;
  • Represent NTS at various forums as required;
  • Ensure that all contracts recommended for signature meet NTS processes and procedures ensuring all required functions have bought into the process.
  • Ensure the provision of robust Management Information to ensure all required reporting is delivered in line with stakeholder expectations

Dimensions
  • Delegation to sign off Sourcing Strategies/Contracts & Purchase Orders of up to £150k
  • Budget: Nil
  • Support the Procurement Manager in managing a portfolio of ~ 120 suppliers and £17million in spend.
  • Employee base of circa 700 based regionally
  • Team of approx.2 employees
ProfileKnowledge, Skills and Experience Needed (Essential/ Desirable)Qualification
  • Chartered Institute of Procurement & Supply- Level 5 or ability to pass within 12 months (E)
  • Degree in Business/Economics/Law or equivalent experience (D)
Experience
  • Experience of Hard and Soft FM procurement and management (E)
  • Experience of buying small schemes of capital works (D)
  • Experience of designing and running competitions in accordance with the Public Contracts Regulations; (E)
  • Working in a highly regulated and industrial sector; (E)
  • Working under pressure, managing multiple projects to tight deadlines; (E)
  • Holding suppliers and colleagues to account; (E)
  • Drafting and developing bespoke Terms and Conditions; (E)
  • Negotiating with Suppliers; (E)
Knowledge
  • Detailed & practical understanding of the Public Contracts Regulations, how to interpret them and implement them within a Public Corporation (E)
  • Demonstrable skillset in data management and interpretation (E)
  • Knowledge of the price drivers and risk associated with the supply of hard and soft FM services- (E)
  • Knowledge of buying energy and fuel and approaches to managing price risks (D)
  • Detailed awareness of identifying key stakeholders, understanding their key drivers, and managing their requirements (D)
  • Understands Contract Law (E)
  • Ability to identify and develop mitigation plans for Supply Chain Risk (D)
  • Using Atamis and Sage (or ability to learn new systems) (E)
