Job Description

Our client, United Utilities , is looking to recruit a Construction Engineer the role will be based at their Lingley Mere site in Warrington Job PurposeWe have a great opportunity for a Construction Engineer to join our Large Developer, SLP and NAV Services team covering the Cheshire patch. Working within the DSN Team, the role will provide construction management for the delivery of large, developer-led schemesto support our self-lay and large developer customers.. The role also provides a link between Developer Services & Metering and our contract partner for the management and resolution of complex and difficult construction issues. The role works closely with external and internal stakeholders including Developer Services and Metering colleagues, Network Delivery and UUs contractors to ensure that projects are delivered in a manner that promotes; world class Health and Safety performance,highest standards of customer satisfaction, ensure quality and compliant outputs, efficient project delivery.Accountabilities* To provide technical advice to ensure potentially difficult jobs in the work bank are resolved in a timely manner (Branch connection, mainlaying, diversions, connections, meter exchanges/installs, lead replacement) * In conjunction with the operational delivery managers, investigate and support escalated customer complaints, including liaising directly with affected customers.* Co-ordinate Pre-Start Construction meetings with Customers, Contractors, SLPs and Water Networks as appropriate.* Produce documented evidence as part of the Confirmation of Verbal Instruction (CVI) process to back-up or reject any variations to the scheme cost.* Provide 3rd party liaison for the contractors with Local Authorities, Highways Agency and private landowners.* Carry out site audits to ensure the highest standards of Health & Safety, Quality of Works and Customer satisfaction from Contractors and Self Lay Providers (SLPs.)* Provide technical advice to Contractor agent and teams and sign off any agreed changes to scope of works as appropriate.* Support the Illegal Connections team by undertaking site based audits where high risk non-compliance of UU policies/processes has been identified.* Support the Commercial Metering team for meter exchanges, installs and drive OPS performance.* Drive innovation and ensure that the use of non-disruptive techniques is championed across the NMA* Organise any scheme final sign off as appropriate via a physical site walk to include are representative from Network Ops, i.e. TSO or Network Technician.* Attend organised co-ordination meetings with the relevant Highways Authorities to promote up and coming schemes and react to feedback following construction on site.* Oversee the whole process around shut off requests, street listings, Risk assessments, interruption boundaries and Alternative Supplies to support interruptions.* Monitor contractor Workbank reports focusing on jobs in the technical pot and/or client delay.* To undertake routine audits of payment claims made by the contractor to ensure payments are in line with contract conditionsKnowledge and Skills* Technically competent and high degree of expertise in Streetworks practice and legislation* Minimum of a HNC in an engineering or relevant technical discipline.* Knowledge and experience of contractual procedures and understanding of Developer Services and Metering charging policies* Knowledge and understanding of Water Distribution, Network Operations, Regulatory Control and Metering* Excellent problem solving, tenacity and resilience skills* CDM Client training * Competent and qualified on water hygiene requirements* Able to manage high value projects and a varied programme of works across all Developer Services and Metering work streams.* Ability to work autonomously with minimum supervision and build a wide network of contacts and stakeholders* Excellent interpersonal and communication skills internally and externally* Experience of face to face and telephone conflict resolutionDesirable Criteria* Knowledge of Highways Agency procedures and restrictions.* Good knowledge of wider water industry and regulatory context.* Experience in lead and common supply pipe reduction activities.* Contractor Management ExperienceAdditional Information* Geographical area of work will be CheshirePLEASE NOTE Should your application be successful, and you are offered the role, a number of pre-employment checks need to be carried out before your appointment can be confirmed.
