Job Description

  • Job Role: Commercial Systems Implementation Lead - REF 39981
  • Contracting Authority: Central Government
  • Contract Length: 15 Months
  • Location: Cumbria or Warrington (onsite)
  • IR35: Inside
  • Pay Rate to Intermediary: £550 per day
  • Security Clearance: BPSS (would look to sponsor SC)
  • The Group currently utilises a number of disparate systems and software to support its procurement activities. In 2019/20, the client brought most of the common software into the Corporate Centre Commercial Standards team, which allowed them to analyse the current usage, consider any duplications and propose a more co-ordinated and consistent way forward.The analysis confirmed that most businesses were highly reliant on multiple systems including various spreadsheets which didn’t support the entire lifecycle of procurement and contract management; required data to be manually manipulated to support management decisions and/or reporting; limited the ability to see a consistent and robust picture and, in some cases, created unnecessary risks and exposures.
  • To provide sound guidance, analysis and support on systems and information management matters.
  • Deliver excellent services, especially in the areas of developing the Business-Critical Systems, analysing complex data and information, designing management information.
  • Lead the development of centrally managed tools and techniques to ensure strong operational. Support daily business operations and work across the unit to deliver team priorities.
  • Deliver specific system development projects in line with the brief provided;
  • Ensure that the Systems enables the team to conduct robust analysis across the programme.
  • Lead the development of the key management information reports.
  • Project Victory was formed to deliver commercial systems which:• Fulfil the requirements of the procurement lifecycle, whilst facilitating contract management for wider commercial operations (income generation) and legal teams;• Ensure commercial activity is planned, controlled, and complies with PCR2015;• Ensure risks are identified early e.g. contract expiry, supplier financial distress;• Enable senior level oversight and confidence in processes and reporting; and• Fulfil the requirements of clients’ commercial capability blueprint and performance against the Government Commercial Operating Standards ("GCOS").The scope of the new commercial IT systems suite comprises:• Procurement pipeline planning and management• Market and supplier intelligence• Sourcing• Contract management• Supplier Relationship Management• Supply Chain Risk Management• Reporting, analytics and dashboardingThe ASW will help design the technical aspects of the new commercial systems suite, working with the Project Victory Manager and Commercial Systems Integrator, and will help lead the implementation of the new suite across the company. The ASW will manage delivery to meet Project Victory’s critical success criteria.Key AccountabilitiesSupporting the design and delivery of the technical aspects of the new commercial systems suite.This will involve:• Shaping the technical aspects of the commercial systems design.• Developing procurement and contractual documentation, including technical evaluation criteria.• Supporting the development of procurement documentation and evaluating technical aspects of bids.• System configuration, user acceptance testing, and system roll out.Skills/ Experience• Working knowledge of whole public procurement lifecycle.• Experienced user and implementer of commercial systems that enable the end-to-end procurement lifecycle.• Effective stakeholder manager, comfortable working across organisational boundaries in a fluid environment.• Understands the risks and dependencies involved with bringing together multiple IT systems and how to manage these effectively.• Understands the risks and dependencies involved with implementing new systems in multiple organisations during times of significant organisational change e.g. a merger, and how to manage these effectively.
