Job Description

Defra is the UK government department responsible for safeguarding our natural environment, supporting our world-leading food and farming industry, and sustaining a thriving rural economy.DEFRA comprises of the Environment Agency, Food Standards Agency, Rural Payments Agency, Centre for Environment, Fisheries & Aquaculture Science, Forestry Commission, Animal Health and Veterinary Laboratories Agency, Natural England and Veterinary Medicines Directorate to name a few.Their broad remit means they play a major role in peoples day-to-day life, from the food we eat, the air we breathe, and the water we drink.About the Team and What They DoThe Infrastructure/Construction category team predominantly deliver construction and civil engineering commercial services, including both capital spend and operational maintenance.It also includes delivering large scale, complex infrastructure related professional procurements, mechanical & electrical engineering and specialist coastal protection work.What You Will Be Doing:

  • Leading the award and monitoring high value (£ multi-million), high risk contracts in accordance with Defra’s commercial policies and procedures, whilst applying the full Commercial DNA.
  • Support the management and development of key supplier relationships to deliver exceptional performance in cost, service and quality.
  • Provide day to day advice on commercial issues and governance across the relevant category, taking full account of risk, manage propriety and exploit commercial opportunities driving value of money and savings
  • The role will may involve the opportunity to lead individuals or a small team of other commercial professionals.
  • You will develop and maintain positive relationships with a broad range of internal and external stakeholders and encourage collaborative relationships as appropriate.
  • Accountable for the use of Commercial and contract management IT systems and applications, and approval of the work of others who are using these.

  • Required Skills and Experience
  • Leading and implementing large scale (multi-million) procurements projects through the end-to-end lifecycle – design (strategy and market engagement), procure and contract award.
  • Builds relationships and has experience of influencing senior internal and external stakeholders in a commercial environment for medium/high risk contracts at an operational level.
  • Procurement strategy development and use of procurement tools to identify business needs, analyse markets, identify and manage commercial risks, evaluate procurement routes, develop pricing strategies and robust contracts.
  • Making effective decisions from analysing financial and non-financial information.
