Job descriptionYou will have recent experience and knowledge of technical product management techniques and will be developing expert skills. As part of this you will already hold, or will be expected to commit to undertaking appropriate development / qualifications to achieveprofessional standards of technical product management, for example Certified Scrum Product Owner or higher.You will be accountable for managing one or more complex, high/medium risk agile technical product deliveries, via multi-disciplinary, highly skilled digital squads as part of the DVLAs major transformation programme. Youll be adept at creating, owning anddelivering complex technical product roadmaps, breaking down barriers for your team, planning at a high level and getting into the detail to make things happen when needed.You will be responsible for line management, development and coaching of Agile Delivery Managers who manage the development squads, and ensuring that they are set up successfully to deliver the product backlog. You will provide the escalation route throughto the Head of Product Development and ensure the consolidated delivery of technical change across multiple squads.You will be confident challenging approaches within and outside of the squads and be a positive role model of the values, attitudes and behaviours of the capability. You will facilitate focus on the delivery of the technical outcomes, manage dependencies, identifyand manage priorities and ensure the successful delivery of the technical products. You will need to have strong communication skills and will engage with senior stakeholders at all levels to support the effective delivery of those products and services.You will facilitate the development and continuous improvement of the product, turning the vision into reality. • Scoping, mobilising and ensuring the delivery of technical products, services and outcomes ensuring the delivery of high quality digital services using the appropriate blend of agile methodologies, learning & iteration.
• Creating, owning and communicating complex technical roadmaps
• Leading the collaborative, dynamic technical planning processprioritising the outcomes that need to be achieved against the capacity and capability of the multi-disciplinary teams and ensuring there is an iterative plan to work towards to ensure successfuldelivery.
• Matrix-management of multidisciplinary teams through the Agile Delivery Managers to ensure the successful delivery of outcomes to the business to agreed timescales, cost and quality.
• Managing the overall integrity and coherence of the technical delivery, its dependencies and interfaces with other deliverables through appropriate tooling.
• Ensuring all products are built to an appropriate level of quality for the stage (alpha/beta/production) and stakeholder audience.

The successful candidate will have experience of managing a team across multiple sites, driving a positive team culture, supporting professionaldevelopment and able to motivate teams to be fully engaged in their work. As a leader its important that you can strongly advocate for continuous professional development and be an ambassador for changing culture across government.You will probably have a technical background and will have delivered a range of complex and large-scale change in a fast paced environment including the successful use of agile methodologies, and have a sound understanding of the digital landscape. You shouldhave experience in delivering digital products and services and be able to balance multiple priorities.
