You can view our YouTube video to see more about our workJob descriptionThe ChallengeDIO DCT manages the delivery of several business change programmes and projects to deliver Estate related services. These programmes and projects cover UK and overseas requirements and are generally Category A. The DCT Programmes and Projects are at a range of stages from timescales already set & Initial Gate Business Case development underway, with others yet to begin and teams still to be formed. The post will initially involve working as part of the team drafting the technical Statement of Requirement documentation for the procurement of Soft FM services across the MOD UK Estate, replacing the existing Hestia contract. The services delivered under the contract will include management services, catering, retail and leisure, hotel and mess services, cleaning, waste, and administrative and support services. Post LocationEither RAF Wyton or Sutton Coldfield. Work location to be agreed with the successful candidate.ResponsibilitiesMain ResponsibilitiesThe Technical Officer Soft FM is accountable for providing technical specification and support to procurement work ensuring it adheres to all statutory requirements and conforms to all MOD mandatory requirements for Soft Facilities Management on the MOD estate, with a focus on the functional aspects, for Facilities Management in the UK and also overseas. They will work collaboratively with stakeholders and other SMEs to develop the scope of the requirement promoting strong working relationships with Stakeholders, SME’s and other teams across DIO and wider MOD. This will involve initial capture of the requirement including identification of the data and documents required and then following review - translating the need into the relevant contract documentation format in consultation with DIO Commercial and appropriate SMEs. They will ensure the requirement is clearly laid out and that identified risk is mitigated appropriately. The Technical Officer will provide support to the project and programme teams in activities such as providing technical questions and marking criteria to comply with procurement regulations, undertaking technical evaluation of bids in accordance with the marking criteria and provide assurance reports when required. They will provide the final technical document set as well as guidance on the contract, mobilisation and its management and respond to queries relating to the contract specification. The incumbent will be expected to maintain awareness of developments internally with MOD and externally which may impact the work of the projects and programmes with an ethos of continuous improvement. Lastly the Technical Officer will be expected to undertake any other tasks appropriate to the grade. Essential RequirementsFull UK Driving licence - the successful candidate will be required to visit sites around the UK some of which are inaccessible by public transport. Desirable Experience & SkillsMembership of a Facilities Management professional body, membership of an appropriate Project Management body ie APM.
