About DIOThe Defence Infrastructure Organisation (DIO) is the estate expert for Defence, supporting the armed forces to enable military capability by planning, building, maintaining, and servicing infrastructure. Our responsibilities include: • Plan and deliver major capital projects and lifecycle refurbishment • Provide utilities services • Manage soft facilities management (i.e. cleaning and catering) • Provide a safe place to train • Allocate Service Families Accommodation • Procure and manage routine maintenance and reactive repair • Provide a central register of asset information to advise infrastructure planning • Act as steward of the Defence estate • Provide the unarmed guarding service We employ approximately 4,900 staff from a very diverse range of professions including head office functions and specialisms such as surveyors, town planners, airfield pavement experts, foresters and construction engineers. You can view our YouTube video to see more about our work Job descriptionThe Chief Information Officer (CIO) area within the DIO Head Office Finance Directorate, focuses on and is accountable for delivering technology solutions through the Customer, Portfolio Management Office (PMO) and Development, Security and Operations (DEV, SEC, OPS) functions. Each of these functions collaborates to build and lead on the delivery of organisational objectives in alignment with DIOs technology strategy. CIO enables DIO and its staff to deliver outputs and obligations effectively by providing the right technology and operational support for DIO users, its functions, industry partners and other TLBs. Working together with our customers, through the implementation of technology, CIO can shape and transform the way DIO manages estates. Developing capabilities that provide improved, modernised and collaborative technology, which enhances the way in which DIO operates providing overall business efficiencies. CIO supports the business by embedding and executing sound agile and technology and delivery methodologies and technologies. This post is within the Customer Support Services function. The ChallengeThe Business Change Manager role is responsible for managing and coordinating the change interventions required to deliver the ‘people’ aspects of the Smarter Working (SW) Change Programme. The post holder will be an advocate of SW and will develop and deliver targeted interventions to ensure impacted staff are meaningfully engaged, supported and upskilled to adopt and embed the change. The role will identify key risks and will design and deliver mitigation strategies and interventions that support successful adoption of change in order to deliver the SW Business Case benefits. The role is people focused and involves managing stakeholder relationships across the business using an understanding of change impacts in order to plan and oversee change interventions that deliver the desired behaviours and new ways of working. Activities involve supporting employee engagement and all aspects of managing business change including; stakeholder engagement, communications, change impact analysis, training and business readiness. The post holder will be an ambassador for Business Change Management across the organisation.
