Job Description

Adeccos specialist Property Services Division North are delighted to be partnering exclusively with Sunderland City Councils fantastic city development team as we look to assist them in recruiting for two permanent Senior Development Managers to develop and manage some truly exciting and visionary city-wide development projects.PurposeTo provide effective management of multiple capital commercial projects across the total project lifecycle varying in value, scale, use and complexity from concept through to operational handover.Duties

  • To manage the development and delivery of projects within complex stakeholder environments encompassing a range of commercial sectors (residential, retail, leisure, commercial, industrial, energy, ports and marine) including conversions, refurbishment andnew build in the public and private sectors
  • To act as Programme / Project Manager for selected complex programmes and projects, delivering them to the required time, cost, quality, scope, benefit and risk performance criteria
  • To assist the Strategic Development Manager (Residential) in producing compelling business cases and securing internal and external development and delivery funding for residential projects.
  • To deliver innovative commercial development projects that support the objectives of the Councils City Plan, and its aspirations in terms of advanced manufacturing, low carbon and digital technologies
  • To provide technical expertise, analysis and interpretation of land / property, commercial opportunity and viability matters relating to investor needs and capital development formulating bespoke solutions then implementing.
  • To demonstrate strong negotiation skills, managing conflict, making and conveying difficult decisions
  • To produce and manage Project Execution Plans relative to the scale of the project including definition of scope, goals and deliverables; programmes; budgets; cashflows; and risk registers
  • Implement and monitor risk assessment, risk mitigation, risk scanning and risk logging. Identification and realisation of opportunities to maximise project benefits.
  • Commission, assemble and coordinate project surveys and investigations as deemed necessary
  • Ensure Health, Safety, Environmental and Quality Assurance procedures are met and delivered to the highest standard.
  • To present bespoke development strategies, project risks, programmes and exit strategies.
Candidate Requirements
  • Degree or equivalent in a property, engineering or construction related discipline.
  • Membership of Institute of RICS or other designations such as CIOB, CABE, RICS, APM (desirable)
  • CSCS card or willing to obtain one
  • Strong understanding of relevant technical matters, including land assembly, planning and legal agreements, procurement, construction technologies, development appraisal and funding solutions (Residential)
  • Relevant experience in the development of new buildings, for private or public sector clients
  • Experience of delivering projects in leisure, retail, and commercial development sectors
  • Knowledge of CDM Regulations and obligations of duty holders, with an appropriate health and safety qualification.
  • Strong compliance and H&S regulations knowledge .
  • Knowledge of current statutory, regulatory, technical and operational standards across a variety of sectors in the development and construction industry
  • Ability to manage and negotiate contractors and consultants.
  • Strong leadership skills and excellent communication skills - written and verbal
  • IT literate
