Job Description

The TrustTrafford Housing Trust (THT) is an independent housing company providing more than 9,000 quality affordable homes within the Trafford area of Manchester and across the North West. As a social enterprise, we are a profit-for-purpose’ organisation, striving for a society transformed, free from poverty, inequality and injustice.We have joined the L&Q Group in an exciting deal that will see us build 20,000 new homes across the North West.We are now in a position to recruit a Procurement and Contracts Manager to be THTs and L&Q Counties region lead for the sustainable procurement of THT wide contracts and frameworks for a variety of categories, including asset management and compliance and construction projects and services.The core duties and expectations of the role include:

  • In conjunction with the L&Q Group Procurement team, to establish high performing supply chain arrangements in support of the growth of the L&Q Counties region outside of London.
  • To Lead on designated procurement initiatives.
  • Procurement of large-scale contracts, ensuring compliance with all relevant legislation including PCR2015 procurement regulations.
  • To produce tender and contract documents, including finishing off specifications in liaison with internal stakeholders and external advisors (where appropriate), to ensure contracts/frameworks achieve value for money through innovative packaging, cost savings and improved KPIs/service levels.
  • To liaise with client and the Leasehold Services Team to ensure that, where necessary, legally compliant leasehold consultation is undertaken, to enable delivery of Procurement projects..
  • The analysis of group wide spend and contribution to agroup procurement strategy to ensure value for money.
  • To work with internal customers, evaluate procurement options for contracts including the use of external frameworks, incorporating management of the supply chain where appropriate. Develop profile and relationships with key stakeholders and partners including external contractors, solicitors, and other Housing Associations.
  • To take responsibility for identifying, incorporating and reporting cost and efficiency measures included in procurement projects. The produce detailed reports at key stages of the procurement process to ensure targeted cost savings are met. Ensure that PO data is analysed to identify and deliver potential procurement savings.
  • Ensure regulatory and governance compliance. Comply with the legal requirements regarding publicly funded procurement including relevant notifications via the Official Journal of the European Union (OJEU)/UK e-notification service. Monitor contracts in liaison with internal stakeholders to ensure management of contracts and make recommendations to ensure continuous improvement.
  • The Person:We’re looking for a highly organised, analytical and meticulous individual who has previously worked in a similar role at a senior level. Experience of high value complex procurements is essential for this role. In addition to this the successful candidate will have experience in asset management, compliance and construction related procurement. Knowledge of drawing up contracts such as JCT, TPC and other bespoke contracts is also essential, as is the ability to demonstrate commercial and financial acumen.A relevant qualification, such as a MCIPS is desirable, as is experience in public sector procurement.Closing Date: 9th November 2020
