Job Description

Tim Oliver (Leader) and Joanna Killian (Chief Executive) have emphasised a clear strategic direction as key to the councils improvement journey. In order to achieve this we have embarked upon a massive transformation programme which consists of a number of key projects that are critical to the future success and financial stability of the council. We are on a rapid change journey, with new management, innovative approaches, energy and ambition.To deliver the2030 community visionwe are committed to changing and radically improving the councils culture, approach and performance, putting residents current and future needs first.The role ofStrategic Lead – Policy and Strategywill play an important part in the councils ongoing transformation. Working as part of the strategy team at the heart of the council and with likeminded colleagues from the Insight, Analytics and Intelligence service and beyond, you will help to drive the future direction of the council. This will include overseeing an integrated strategic planning framework and driving forward work to support the council to become more outcomes-focussed.In this role, you will be required to deliver and implement evidence-led policies and strategies that provide value for money and improve outcomes for residents. You will support the delivery of priority programmes for the council by developing and managing complex internal and external stakeholder relationships as well as planning and managing a range of activities to help seed, accelerate and embed change.You will need to be able to demonstrate an ability to work at pace, be innovative and have a genuine interest in making a difference and a real change for the people of Surrey. Youll have the ability to work collaboratively with a broad range of stakeholders and the confidence to challenge the status quo. You will have excellent written and verbal communication skills, with the ability to analyse data to present complex information and recommendations in a clear manner to a range of audiences. Youll have a successful track record of developing and delivering high profile, high impact strategies and policies, as well as an understanding of the key issues facing local government, the wider public sector and partners.
