Job Description

Neighbourhood & Tenancy Officer Salary:£ 18.77 Per Hour UmbrellaFull Time (37 hours per week)Hybrid (approx. 3 days out on patch, 1 day at home and 1 day in the office per week)Strategic purpose:

Operational Purpose:
  • Have responsibility for managing a portfolio of properties in defined neighbourhoods within the Borough
  • Ensure that your neighbourhoods in which you are a key pivotal stakeholder are clean, healthy, and safe places where people want to live.
  • Ensure that tenancies and leases are effectively and professionally managed in strict accordance with legislation, policy, and procedure.
  • Support the leaders and managers of the service in development and implementation of projects, strategies, initiatives, and incentives that enable and empower customers to live independently, sustain their tenancies and reduce and prevent homelessness.
  • To fulfil the Local Authorities legal obligations to provide professional housing services as set out in the Housing Acts 1985, 1988 & 1996, Localism Act 2011, Local Government Act 1972, Anti-Social Behaviour Act 2003 & the ASB Crime & Policing Act 2014
Main Duties:
  • Support the strategic and operational managers in delivering the vision, strategies and initiatives for the Neighbourhood and Tenancy Team and the wider Housing Service of which you are an integral part.
  • Take full ownership and accountability for your neighbourhood and property portfolio, acting as a key and pivotal stakeholder in the local community and co-ordinator of the delivery of superior quality services that are compliant, customer centric and havehigh regard for equality, diversity, understanding and respect for people and their circumstances.
  • Ensure your neighbourhoods have clear action plans developed that are designed to improve health and safety of the environment, feed into asset management capital spending plans, reduce anti-social behaviour and environmental crime and that as lead stakeholders,your plans include all relevant agencies and key stakeholders.
  • Ensure you neighbourhoods are regularly inspected and inclusive of residents and key stakeholders in the community and that regular feedback is given to the Capital Team on behalf of all stakeholders on general condition, suggestions for planned improvementworks and the management of various contracts for the provision of services to tenants and leaseholders.
  • Ensure that all matters relating the management of tenancies and leases are managed promptly in strict accordance with legislation, policy, and procedure and with the highest degrees of integrity and professional standards.
  • Ensure every tenancy, lease and property in your neighbourhoods are inspected and audited annually and any identified breaches are subjected to case management and a clear, staged remedial action plan is developed and co-ordinated, inclusive of multipleagencies if necessary, and that the plan is followed through to an outcome.
  • Ensure the best use of Council housing stock by promoting and supporting tenants under occupying their homes, to downsize wherever possible.
  • Ensure reports of anti-social behaviour (ASB) are responded to promptly and effectively and in compliance with and full use of legislation and take ownership of cases, planning, leading and co-ordinating multi agency responses where necessary.
  • Keep thorough, factually accurate and readily auditable case files and be capable of producing high quality reports and statements, attending, and representing the Council at court as a witness where it becomes necessary.
  • Ensure all emerging safeguarding risks in adults and children are recognised and are actively in prioritised as cases and responses are driven to successful outcomes.
