Job Description

Analytics Support - for the development of a Rapid Community Response Services (RCRS).Sector - Healthcare NHSLocation: HaydockBand: 7Rate: £17 to £22 per hour PAYE , £20.50 TO £28.00 UmbrellaContract: 6 months (potential for remote working)The key responsibility of the role is to support the system in Warrington to deliver the expectations of being an Accelerator Site and enable the RCRS to achieve optimal functioning and benefits for patients. This means having the right processes, metrics, IT systems, interrogation, reporting and assurance around the operation of the team so that the local system and NHSE can understand the activity, performance and impacts of the teamRequirement Analytics support is required for a period of up to 6 months initially from start of assignment (with the right to review whether on-going support is required at the 3 month point). The assignment requires successful achievement of the deliverables listed below (not exhaustive) and we estimate that up to a maximum of 60 days support will be required per 3 month phase. The Analyst will support here and now’ analytics work whilst developing longer-term solutions.Two IT systems are in use in RCRS (Mosaic and SystmOne). It is vital that the contractor can work across both systems ensuring that health and social care provider organisations are engaged and fully assured about all aspects of clinical and information governance as well as corporate and organisational requirements. The contractor will need to help build on processes mapped to date to see how analytic support is best used to develop, agree and implement KPIs across both systems and without duplication or manual ’counting".Key Deliverables

  • Review and understand the performance expectations for the project.
  • Understand the future state process map for the service.
  • Stocktake the current approach to KPIs and data capture with stakeholders and make recommendations for improvements based on stakeholder engagement and the assessment of the future state process map.
  • Use the recommendations to inform, develop a CSDS for RCRS and agree appropriate KPIs, measurement strategies to implement the automated data capture processes to report internally and externally on agreed KPIs across the 2 IT systems in use in the service, ensuring efficient and effective reporting and full compliance with all clinical and governance standards
  • Agreed KPIs that address three key domains:
  • KPIs to measure activity and report on national RCRS targets (e.g. 2hrs, 2 days etc.)
  • KPIs to measure and report on patient outcomes (e.g. improvement in functioning etc.)
  • KPIs to measure and report on system benefits (e.g. reduction in ambulance conveyances etc.)
  • Agree with stakeholders the processes that will ensure data validation and a management plan for reporting on agreed KPIs.
  • Agree meaningful data reporting tools and reporting structure for use and review by stakeholders.
  • Based on feedback from stakeholders and agreement with ’persons responsible to’’ adjust tools, report format and plans accordingly.
  • Implement arrangements for routine automated reporting of above
  • Develop the interface with the respective data warehouses/repositories to support interagency reporting and effective performance management across the two RCRS provider organisations
  • Skills & ExperienceWe require the contractor to work in a dynamic way with the leadership team for the Service and a number of professional leads and project stakeholders.Objectivity an integrity to the complex requirements across 2 systems and across health and social care is key as is flexibility to work more intensively at the outset of the project. Other key skills include:
  • Proficiency in working with both health and social care IT systems (Mosaic and SystmOne ideally) and working knowledge of NHS data definitions, NHS National Datasets and coding and adult social care statutory reporting requirements
  • Enhanced technical skills to help with the metrics, the processes, the reporting and the presentation of progress etc.
  • Intermediate SQL knowledge
  • Advanced interpersonal skills to enable working collaboratively and in partnership, with accountability to a multi-agency team and responsibility to a multi-disciplinary team.
  • Comfort working in the design and development phase of projects whilst ensuring that good progress is made to achieve the required deliverables above.
  • Skills in working in multi-agency environments staying focused on good practice for patient care within system constraints.
