Programme Manager / Project Manager with significant experience of managing and delivering large grant-funded projects within the public sector, with good budget management skills and excellent negotiation and networking skills is requiredto join a Place Directorate based in Oakham, Rutland, East Midlands.This vacancy is known within the organisation as a Place Programme Manager.This is not an IT positionSALARY: £51,631 - £55,389 per annum + BenefitsLOCATION: Oakham, Rutland, East MidlandsJOB TYPE: Full-Time, PermanentWORKING HOURS: 37 hours per week - flexible and agile workingJOB OVERVIEWWe have a fantastic new job opportunity for a Programme Manager / Project Manager with significant experience of managing and delivering large grant-funded projects within the public sector, with good budget management skills and excellent negotiation andnetworking skills.As the Programme Manager / Project Manager you will coordinate, develop and deliver the major capital and grant funded programmes, ensuring the delivery of specific projects within these programmes.Working as the Programme Manager / Project Manager you will lead the development of programmes and associated project delivery plans and business cases, providing oversight to all delivery partners to ensure strategic alignment.DUTIESYour duties and responsibilities as Programme Manager / Project Manager will include:

  • Lead the development of the Levelling Up Programme and associated project delivery plans and business cases
  • Work alongside the Economic Development Manager ensuring development and delivery of the UKSPF programme
  • Provide oversight to all delivery partners to ensure strategic alignment
  • Work in collaboration with key stakeholders to support the successful delivery of the programme and ensure the views of partners are taken into consideration
  • Maintain a programme management structure to enable the associated projects to be delivered
  • Support Directors and Projects Leads with the monitoring and delivery of the various projects
  • Lead and direct project managers to deliver successful projects across the programmes including provision of guidance and support, performance management and other cross cutting areas of work
  • Identify, understand and overcome problems at any stage/critical milestone of the programme and minimise any timescale or budget disruption
  • Co-ordinate project teams and liaise with external project managers (when appointed) from ensuring successful delivery of cross-cutting projects
  • Develop, implement and maintain programme plans and report on progress, raising issues as appropriate through the governance structure
  • Monitor project progress and outcomes using an evidence-based approach, ensuring timely delivery and adherence to budget
  • Build effective relationships and partnerships with internal and external stakeholders, fostering collaboration and driving collective impact
CANDIDATE REQUIREMENTS
  • Relevant project management qualification
  • Educated to degree level or equivalent relevant experience
  • Significant experience of managing and delivering significant grant funded projects to timescale and within budget
  • Minimum of 3 years’ experience working in a multi-disciplined team or service in the public sector
  • Budget Management experience
  • Experience of making presentations
  • Experience of writing reports for senior managers/boards
  • Experience of managing large project budgets
  • Experience of managing both internal and external multi-disciplinary teams
  • Experience of initiating and working in partnership
  • Excellent knowledge of programme management techniques and the use of project management methodologies
  • Effective at working in cross cutting teams and managing a cross cutting team to deliver results
  • Excellent interpersonal and communication skills
  • Able to use own initiative and meet deadlines
  • Excellent negotiation and networking skills
  • Ability to engage with partners to deliver projects
  • Ability to pro-actively promote projects for a range of audiences
