Job Description

Regional Asbestos Lead - North (Permanent)****Please note, we are flexible on home location within the North of England****NHSPS have many buildings for which they are the Duty holder in respect of Asbestos Management. The remit of the Regional Asbestos Operations Lead includes: -

  • To build on the foundation established by the NHS PS Asbestos Management Survey Project and enhance the legacy of the project to deliver an industry leading Asbestos Management plan and operational structure. The regional leads will be pivotal in forming a tiered management structure for all aspects of Asbestos management and compliance within the organisation.
  • Working under the direction of the National Asbestos Operations Lead (NAOLthe position will be the regional Subject Matter Expert (SME) on asbestos and be a steer on a regional basis for asbestos operations.
    • Responsibilities Responsibilities of the role will have a Year 1 focus when systems and operating procedures and ways of working are being established. The Regional Asbestos Operations Lead will be expected to contribute to these processes but also ensure consistency across the whole estate.The role can be broadly split into 2 key areas in the first year.
  • Providing support to the NAOL and Project Support Officer (PSO) on the successful completion of the Asbestos Management Survey Project.
    • Specifically, this will be to assist with the on-site Quality Assurance Process as well as the Quality Assessment of completed Asbestos Management Surveys and Asbestos Building Risk Profile documents within respective region. Additionally, the role will be required to assist surveyors with programme issues.
  • Providing key support to the development and implementation of new asbestos management and operational procedures. Supporting regional teams with understanding and adopting new procedures and becoming an established SME focussed broadly on a key area - either emphasising in Management and Legislation or Operational Activity.
    • There will be changes in line with the annual objectives set out by the H&S Team and NAOL in consideration of Asbestos Operations and Compliance.Key ResponsibilitiesAsbestos Operations
  • To lead the reinspection check programme within the region, in line with the agreed national process.
  • To conduct reinspection checks on all "difficult" properties and any other properties as the process is defined.
  • To provide advice and guidance to Responsible Persons (RPs) and Competent Persons (CPs) when conducting re-inspections and help to implement/ support the training delivered by the NAOL on how to conduct re-inspections.
  • To develop knowledge in key areas either focussed on Asbestos operations and remediation or an in-depth knowledge of asbestos regulation to be the regional SME in that field.
  • To steer the direction of asbestos operations on a regional basis by working with the NAOL and Regional FM teams to implement new processes.
  • To provide support and guidance with the completion of asbestos remedial works identified in liaising with all parties and developing scopes of work in conjunction with the NAOL.
  • To identify on a regional basis FM personnel requiring assistance with Asbestos Projects whether associated with project remedials or planned works.
  • To provide feedback and input to NAOL on the performance of new forms and procedures.
  • To drive a regional monthly Asbestos Forum working to enhance communications.
  • To provide support to NAOL, NH&S Lead (Asbestos & Construction) and Region H&SS as required with investigations
  • Be able to manage own workload and deliver results as required within specific time frames.
  • To be proactive in seeking to identify, assist and resolve asbestos queries and issues across the region.
    • Asbestos Survey Project
  • To adopt Project Quality assurance processes and conduct on site and remote assessment of surveyors.
  • Directed by the NAOL and the Asbestos Survey Project Manager take on board and deliver the requirements of the Quality Assurance (QA) procedure to ensure surveys are consistent, accurate and of required quality standard.
  • To provide feedback on Asbestos Management Team meetings as well as Project Team Meetings.
  • Notify the NAOL of any under-performing surveyors.
  • Provide assistance as required in overseeing the performance of the asbestos surveyors within the region.
  • Assist in the delivery of the development of Safety Talks for the asbestos survey team.
  • Travel to various sites within the region or nationally as required to complete QA or Asbestos Operational Support to teams in the organisation.
  • Demonstrate Health Safety leadership behaviours to continually develop our safety culture and ensure our colleagues and those we provide services to go home safe every day.
