Seven Resourcing is working with Matthew Hackney at Nottingham City Council to recruit an Environmental Health Officer within their Commercial and Operations Department.THIS IS AN INITIAL TEMPORARY ROLE FOR 3 MONTHS NOT A PERMANENT ROLE.Nottingham City Council has a significant Selective Licensing Scheme in operation covering approximately 30,000 properties. The roles are required to undertake housing inspections as part of the Councils Selective Licensing scheme to ensure compliance withthe licence conditions and overall scheme objectives. This would be a variety of housing types and take appropriate action under HHSRS, (part 1) and housing licensing (part 3) of the Housing Act 2004, as appropriate. Officers would be expected to manage theirown caseload. The Council continues to operate flexible working with staff working at home, but this is likely to change in the future, but it is expected there will continue to be some home working in the future. There is no parking at the Council building,although, good park and ride and public transport links in Nottingham, as well as city centre car parks.Job Purpose:To protect the safety, health and wellbeing of Nottingham citizens through compliance and enforcement activities.Duties and Responsibilities:Be ambitious for Nottingham in the provision of the Environmental Health and Safer Housing Service (EH&SH) in accordance with statutory requirements, Council Policies and service plans by means of education, advice and enforcement activities.To deliver the service in accordance with the service and department priorities and objectives.To be an authorised officer and undertake relevant enforcement and compliance activities including, advice, warning, service of legal notices, prosecution, employing surveillance, execution of warrants, formal interviews of defendants, in accordance withrelevant legislation and operational procedures.To conduct proactive and/or reactive investigations, making decisions in relation to compliance and take enforcement action if required. To advise, engage and warn perpetrators over minor infringements and prepare to take action if required. Gather and processevidence in line with legislation and policy (Criminal Proceedings and Investigations Act, Regulation of Investigatory Powers Act, Police and Criminal Evidence Act and the City Council Enforcement Policy) and submit relevant case files accordingly in to thecriminal justice system.To inspect, inform, and advise tenants, landlords and agents on the full range of Safer Housing matters, including casework, and support as directed. You will have a specialism in one of the following areas (this is an overview and not exclusive) but willhave the knowledge and ability to work across the range of Environmental Health matters as needed/requested (with reasonable supervision and support):Housing licensing and complianceHousing safety, standards and managementHealth and safety, sports grounds safety, licensing, health protectionFood safety, food standards, drinking water, health protectionEnvironmental protection and safer places (encompassing air quality, , contaminated land, planning consultation advice, licensing & noise, statutory nuisance, health protection, neighbourhood safety and standards matters. i.e. empty homes, derelict properties,travellers etc)To exercise the full range of powers available as specified under environmental health and housing legislation and attend court to give evidence when directed.To develop and lead on allocated projects, leading teams of multi-agency officers on investigations and operations appropriate to the role.To collect, analyse and submit intelligence in a lawful manner and in accordance with the National Intelligence Model.To develop and maintain knowledge, skills and accreditation as a specialist Environmental Health Officer.To raise awareness of environmental health and/or safer housing issues and promote the services of Community Protection to stakeholders and citizens.To work in partnership with services across Community Protection and liaise with officers of other local authorities, enforcement agencies, and other partners at local, regional and national level.To coach and mentor colleagues and help coordinate their development as required and participate in the recruitment and selection process.To support the recruitment of new environmental health officers, ensuring that the councils workforce represents the communities that it serves.To ensure all activities are undertaken and recorded on the councils relevant software, data and intelligence systems as appropriate.Ensure the maintenance of confidentiality of all information and intelligence held by the Service in compliance with a range of legislation including the Data Protection Act and GDPR.Applicant Requirements:

• Qualifications: A degree or diploma in Environmental Health and a certificate of registration issued by the EHRB or equivalent.
• Experience: An ability to analyse information, manage workloads and work both individually and as part of a team.
• Practical experience of applying and/or observing the application of relevant environmental health / housing legislation eg carrying out inspections and intervention visits at businesses and other premises
• Demonstrate experience and the ability to direct investigations resulting in prosecutions or other legal sanctions in accordance with relevant procedural and evidential rules.
• Compliance: Up to date HCPC registration and DBS.
• Travel: Clean UK driving license with the ability to commute to and from work independently.
• Hours: 37 hours p/w.
