Do you have experience in leading a team in a fast-paced and dynamic environmentHM Land Registry have an exciting opportunity for a Data Production Manager to join our high-profile Local Land Charges Programme. In this role you will lead, direct and support a team of 22 Administrators (AOs) in scanning and digitisation activity on site at our Nottingham Office.The Programme:Local land charges (LLCs) are generally charges or restrictions on land usually imposed by public authorities under statutory powers and affecting successive owners and occupiers of the land. Examples include planning conditions, tree preservation orders or listed building status. This information is key to a buyer’s decision to invest in a property or parcel of land and is obtained as part of a local authority search completed as part of the home buying process.LLC information is currently held by over 300 individual local authorities, in varied formats (digital, electronic, paper, microfiche), standards and accessibility. Currently it can cost between £0 and £100 and take between a day and over a month to obtain this information from the local authority. Through the Infrastructure Act 2015, Ministers gave HM Land Registry the powers to create a single national and live digital register of LLCs across England and Wales.The LLC programme will transform a fragmented service, lacking consistent standards into a single, national register of around 25 million data items. The data will be held geospatially and on a register that includes a map of the affected land.The programme is now at a critical juncture of its life cycle, as we now need to create and test an industrialised migration process capable of delivering the service from all local authorities in England and Wales into the national register within a reasonable timeframe.Responsibilities:As the Local Land Charges Data Production Manager, you will lead and supervise the production activity of the onsite Nottingham Data Transformation team. You will be responsible for the completion of scanning, digitisation and data issue resolution tasks through your team to challenging timescales and quality standards as required by the Programme.You will react quickly to changes in priorities as driven by Programme needs; or fresh evidence which drives a change to the practical delivery plan; and you will support the team to adapt to that change through good leadership and communication.You will be comfortable acting as a first point of referral for any technical queries or logistical problems; sourcing solutions as required. You will also act as the onsite Duty Manager for the team, taking responsibility for incident control.Able to adapt quickly to changing priorities, you will switch scanning and digitisation activity as required, being responsive to business needs. You will also support continuous improvement on scanning and digitisation activity, actively looking to adapt practical processes to gain efficiencies in scanning and digitisation on each Local Authority scan.Furthermore, you will assist stakeholders with metrics and production information to influence delivery decisions, escalating key information as required and support external stakeholders with return of data within service level agreements. Working effectively with subject matter experts across the LLC Programme team, you will provide scanning and digitisation data and updates on request and seek input to practical plans being implemented if necessary.This role must be carried out on-site at our Nottingham office, including during Covid-19 lockdown restriction periods. It cannot be conducted from home due to the demanding and practical nature of the role. All Covid-19 precautions are in place on site with regards to social distancing measures and daily deep cleans in line with government advice and a Covid-19 compliant induction and training will be carried out on-site, with full support from the wider team. Duty Management and incident control training will also be provided, if required.Requirements:To be successful in this role, you must have proven experience of managing a team. You will be expected to be self-motivated and proficient in leading, operating and driving a large team to deliver common goals to tight and changeable deadlines, in a fast-paced and dynamic environment.With sound interpersonal and communication skills, you will be able to plan team rotas and manage conflicting opinions.
