Job Description

Job Opportunity: Commercial ManagerAbout Us: Join our dynamic team and be a part of shaping the future of building repairs and maintenance services. We are seeking a Commercial Manager to play a crucial role in overseeing projects and work programs within the Housing PropertyServices (HRS). If you have a background in construction, surveying, or finance, and a passion for delivering high-quality services, this could be the role for you.Position Overview: Commercial ManagerDirectorate: Housing Property ServicesReports to: Head of Repairs and MaintenanceRole Purpose: As a Commercial Manager, you will provide commercial oversight to projects and work programs within HRS. Collaborating across operational teams and the wider Property Services directorate, you will ensure compliance with procurementguidelines, manage contracts effectively, and drive value for money and service excellence.Main Responsibilities:

  1. Lead commercial aspects of HRS operations, ensuring compliance with financial standing orders.
  2. Manage and review contract performance, minimizing quality and commercial risks.
  3. Profile budgets and ensure accurate monthly accounts for budget holders.
  4. Review recovery against third party and conduct monthly meetings to review spend.
  5. Lead on specifying new contracts for tenders and procurement processes.
  6. Produce commercial correspondence and contractual notices.
  7. Prevent and resolve contractual disputes.
  8. Implement financial reporting and re-forecasting for projects within regulations.
  9. Identify and advise on commercial risk/claim events.
  10. Manage projects to ensure final accounts are prepared and projects closed out.
  11. Stay informed of best practices in the sector, advising on new developments.
  12. Drive efficiency through contractual arrangements, improving value for money.
  13. Maintain awareness of Health and Safety legislation, advising on commercial impacts.
Requirements:Knowledge, Qualifications, Skills, and Experience:
  • Professional qualification in construction, surveying, finance, or equivalent experience (Essential).
  • Membership of a relevant professional body (Desirable).
  • Experience in running commercially focused operations for building repairs and maintenance services (Essential).
  • Accountability for procurement and operational activities in accordance with financial standing orders (Essential).
  • Strong skills in managing staff, appraisals, and performance management (Essential).
  • Knowledge of public sector procurement regulations.
  • Familiarity with Health and Safety legislation and its commercial impact.
