Job Description

Human Resourcing is delighted to be working exclusively with Gwent Police - a fast-paced, forward thinking and hugely popular public sector employer currently looking to appoint a dynamic, innovative and energetic new Head of Human Resource Operations (HoHRO).An exciting time to join this evolving organisation, the talented HoHRO will take lead on the delivery of the Human Resource Operations Strategy and confidently continue what has already been successfully started. Shaping and forming the role whilst youput your own stamp on it, you will ensure high performance results of the HR Operations, Recruitment & Positive Action Engagement, Occ Health, Wellbeing, Workforce Planning H&S and Welsh. You will deliver the right level of resource, diversity, workforce inclusionand capability in the right place at the right time to deliver the forces obligations to the community.Gwent Police successfully operates a robust, tried and tested agile working policy and this role will be based at the brand new, modern Police Headquarters in Cwmbran 3 days per week enabling the HoHRO to work from home for the remaining two days. Employingc 2700 staff with 45 people in HR, the HoHRO will have 6 direct reports and will need to be accessible and visible whilst also acting as a specialist, strategic advisor to the Chief and Deputy Chief Constable (CC & DCC).Working closely with the DCC and supporting and guiding the Senior Leadership Team you will provide strategic leadership and direction to enable the successful implementation of the force vision, creating and driving a high performing culture in individuals,teams and the wider organisation. You will rigorously deliver this vision, direction and force goals and you will enthusiastically drive progress forward accounting for a culture that ensures the legal rights, development, wellbeing, equality and safety ofthe staff and officers are upheld.You will act as a Change Agent & Path Finder to deliver impacting change, complex problem solving and continuous improvement for a best-in-class operation and you will provide leadership to ensure Equality, Diversity and Inclusivity are all achieved inline with the Joint Strategic Equality Plan and the Welsh Language Standards.Principal Responsibilities

  1. Create the HR Operations Strategy for the force aligned with the overall force Strategy to ensure delivery of goals and objectives of the Chief Constable. Ensure implementation of corporate approved HR strategy/define respective policies and guidelines.
  2. Create manage and control budget planning, P&L control and cost busting for future savings.
  3. Manages critical HR projects, takes decision on HR budgets, infrastructure and resource allocation
  4. Recruitment & Positive Action Engagement to ensure a diverse and inclusive workforce that is representative of the Community.
  5. Deliver best in class HR Operations, providing value and experience to management team, whilst managing expectations of both Staff and Managers. Ensuring always Equality prevails.
  6. Create and deliver a Wellbeing strategy and annual plan that addresses the needs of an employer whose staff deal with traumatic incidents regularly and work in a stressful environment.
  7. Create and deliver an Occupational Health offering that is both educational, clinical, and provides a first class offering to health of the staff and officers, helping to minimise absence, and keep a health workforce in work.
  8. Create and Deliver a Workforce Planning offering where accurate data can be obtained at a touch to inform the planning of resources, skills and Human Resource date that allows Managers to effectively manage.
  9. Ensure the Independence of the H&S function, providing a robust governance structure, risk assessment and compliance embedded into the DNA of the force.
  10. Oversee and drive the delivery of the Welsh Language Standards ensure the force is aligned and in compliance with all Welsh Government Legislation that effects the operation of Gwent Police.
  11. Create and delivers the promotion processes maintaining consistency. That tests our future leaders as they move their career through the ranks, ensure that succession planning is achieved.
  12. Business Lead and professional advisor to procurement around HR related Contracts, and agreement of SLA content.
  13. Acts as personal advisor to the force and OPCC Executives and Senior Management, in all People Services related issues.
  14. Creates the strategy for the Employee Satisfaction Survey (EOS) the analysis of its content and the action plans that drives the Force and individual departments forward.
  15. Leads critical force and people services projects, and takes decision on HR budgets, infrastructure and resource allocation.
  16. Managing the relationship with the DCC, the Supers Association, Unison & Federation.
  17. Member of the All Wales People Services Strategic Team Leading on Strategic workstreams & projects
  18. Working regionally with surrounding English forces for Support projects
Knowledge, Skills & Ability
  • Relevant University Degree in Business or Leadership, or relevant experience with exceptionally broad or significant expertise
  • Qualified chartered member CIPD.
  • Demonstratable current record of professional development.
  • A proven track record at a senior management level in a complex organisation of delivering financial excellence.
  • Successful creative and innovate strategy development and implementation.
  • Must have experience of building, leading and motivating teams.
  • Commitment to the Welsh Language and ability to communicate in Welsh or willingness to learn.
Knowledge and skills
  • The ability to provide clear and visible leadership to Leadership Team, think strategically and guide the CC and DCC.
  • The ability to analyse complex and fast changing information plus manage confidential matters with tact and diplomacy.
  • Excellent knowledge and understanding of policing governance and statutory responsibilities.
  • Inspire and motivate staff to deliver high performance.
