Job Description

Salary is not inclusive of on call allowance (this will be added to salary) A rare and exciting opportunity has arisen to undertake the position of Technical Surveillance Unit Technical surveillance officer working with a team of specialist staff operating within the North East Regional Special Operations Unit (NERSOU). You willjoin Northumbria Police and work within the Regional Technical Surveillance Unit based in the Northumbria area, covering operational activity within the region and wider UK as required.Applications are invited from candidates who can demonstrate enthusiasm, resilience, flexibility and technical expertise to work in a team of specialists to provide support and technical assistance with covert surveillance operations working with the Regionspolice forces and other regional and national Law Enforcement in the pursuit and prevention of Serious and Organised Crime.Previous technical experience is essential. Any experience of working in covert policing/Armed Forces environment is desirable but not essential. Applicants must be able to demonstrate the highest levels of integrity and ethical decisionmaking.Key responsibilities include:

  • Liaise with operational customers to identify their requirements, ensuring appropriate authorities are in place, prioritising when necessary whilst managing expectations in order to deliver a technical solution efficiently and effectively.
  • Undertake technical feasibility studies, including risk assessments to inform options available to suit the operational objectives and working conditions identified. Present and discuss the options and rationale with the requester in order to agree themost appropriate solution.
  • Design and develop agreed bespoke solutions including technical networks, make and modify equipment/aids and undertake all preparations, including liaison with internal departments, external agencies, in order to identify and resolve potential issues priorto implementation
  • Implement and install the technical solution, as planned, in liaison with the Operational lead, adapting to changing circumstances in order to minimise potential compromise to the operation, department reputation and health and safety.
  • Maintain a database detailing technical solutions deployed in order to provide management information, an audit trail for inspection by governing bodies and evidence to support the criminal justice process.
  • Service and repair equipment and monitor unit stock levels to ensure required standards are maintained and records kept in order for the unit to operate efficiently, effectively and in accordance with quality standards
What are we looking forThe main duties of TSU officers are to carry out covert technical surveillance tasks.
  • Someone who can work as part of a small specialist team that can work alone on tasks without supervision but also work efficiently as part of a team.
  • Work in accordance with the aims and objectives set by the organisation in accordance with the National Decision Model and THRIVE.
  • Undertake research and project work, regarding emerging technical surveillance advances, capabilities and new equipment to provide technical solutions or make recommendations to resolve issues, ensuring best value within Force budgets and presenting findingsin an appropriate format to inform decision making.
  • Maintain professional license status and develop technical knowledge by undertaking continuous professional development through liaison with external agencies/partners, attending meetings, courses and completing qualifications, as required, in order tokeep up to date with legislative changes and contribute to the overall achievement of the Technical Surveillance Unit and Force objectives.
  • This role would suit a candidate with a background in AV systems; electronics, engineering, IP networks, together with established competency in MS suite, databases and record keeping management software.
  • Physically fit and no medical conditions which would prevent outside working, working at heights, in confined spaces or working under pressure.
  • In addition, you must hold a current and full UK/European driving licence and must have a flexible approach to working patterns and occasionally be prepared to work unsociable hours, sometimes at short notice across the United Kingdom.
Shift Pattern: Mon - Fri 0800 hrs - 1600 hrs (On-call and overtime as required)Vetting level: Management Vetting (MV) and Security Checked (SC)Applicants must be a resident of the UK for a minimum period of 5 years to ensure vetting checks can be successfully performed.A job offer will be dependent upon vetting clearance, medical information and references and the role is subject to a 6 month probationary period.Northumbria Police are currently undertaking a role and reward project in respect of all police staff posts.
