  • More information about our work is on the GOV.UK websiteDescriptionThe Technical Lead, within the MMO Data, Digital & Technology department, will have significant practical technical expertise in the field of Enterprise, Solution, Data, Infrastructure architecture, frameworks, standards and practice as applied to one or more technical domains and business, service domains.This role will act as a technical individual contributor and manager of architects on deployment to MMO or specialist contractors recruited to support MMOs programmes and projects. The successful candidate will develop internal professional capability by building a community of practice in the MMO in collaboration with Defra group partners.This role holder will be experienced in Agile, Waterfall, Staged, mixed-mode programme-project delivery approaches and its implications on Digital Software/System development life cycle (SDLC).The role holder will be responsible for resource (OPEX) budgets (variable allocation on a case by case basis) and assure (CAPEX and OPEX) investments on ICT (Typically such investments vary based on initiative but can be of the order of multi-million).Main Duties & Accountabilities
  • Develop strong enabling leadership capabilities in Defra M&F and MMO in the area of Digital, Data and IT enabled operations and change.
  • Ensure strong partnership with internal and external stakeholders involved and interested in MMOs Digital, Data and IT enabled change.

  • Ensure Technology Strategy and ICT Change Roadmap supports organisational strategic objectives and outcomes.

  • All technology enabled projects are supported by TDA decisions
  • MMO Technology Strategy and ICT Change Roadmaps are inform change and innovation
  • Technology decisions are sustainable and assured to manage delivery, strategic and operational risks.
  • ProfileKnowledge, Skills & Experience Required
  • Practical experience of technology estate assessment and technology suitability, sustainability evaluation
  • Current experience of proficiently using Computer Aided Architectural Tools like EA Sparx (preferred), ArchiMate, Orbus iServer, MS Visio
  • Current experience of proficiently using Microsoft Office Productivity tools.
  • Possess a development background or at least have a strong background in modern software development and standards

  • Architectural reference models - BCS or development models like TOGAF
  • Cloud based systems, services and architecture (Microsoft Azure, Amazon, AWS, Google Compute and Apps)
  • Microsoft O365, SharePoint Online, Teams based EDRM and Office Productivity/Collaboration tools adoption by large enterprise
  • Triple-play (voice, video and data) network (LAN/WAN) IP network, transmission protocols and associated security
  • Databases and Data architecture knowledge covering RDBMS, NoSQL, Logical and Physical Data models, Data Mastering etc.
  • Comfortable working in data intensive environments utilising HPC
