Job Description

Team OverviewThe Emerging Technology team is responsible for Ofcoms approach to emerging and disruptive technology across all of the sectors we regulate directly, or which have relevance to those sectors. These include the mobile, fixed, broadcast, media, gaming, andsatellite sectors, as well as our potential future duties in respect of online platforms.We monitor emerging technologies, analyse their potential impact on our sectors, engage with technologies in pilots and trials, and provide technical input to ensure Ofcom policies and strategies are robust against technological change. Technologies of interestspan the entire technology stack from connectivity /access networks through to core and transport networks, cloud, operational systems, user devices and services, distributed computing, and content delivery networks. We disseminate Ofcoms thinking to stakeholdersas appropriate and demonstrate Ofcoms technology thought leadership.Purpose of the RoleWe are looking for somebody who will act as an authoritative goto subject expert on the changing landscape of specific areas of technology related change, diffusing relevant insight from Applied Research and experimentation and raising stakeholders understandingof technological trends.Requirements of the Role

  • Maintain the baseline of current knowledge in areas of technology related change; translate Ofcom strategic priorities into practical recommendations for technical workstream goals; and oversee the development of work packages to meet knowledge prioritiesthrough research, experimentation, and demonstration.
  • Manage the delivery of research outcomes in partnership with specialist third parties and other policy/functional specialists (e.g. economists, lawyers, data scientists etc.).
  • Design and deliver collaborative experimental environments (i.e. test beds and sandboxes) to enable projects that: create an evidence base for the application of a technology or combination of initiatives to tackle a particular challenge; explore newtechnologies that present significant opportunities in areas where existing regulation may be incomplete; and help develop new regulatory mechanisms alongside the development of innovative new business models.
  • Lead the design and delivery of complex research projects ranging from desk-based reviews to the delivery of practical experimental and demonstration projects.
  • Manage internal relationships to help define business relevant research programmes and maximising application of findings. Extend and strengthen external relationships with industry, academic, and public bodies to jointly define and deliver research programmessuccessfully. Represent and advocate for Ofcoms interests to these stakeholder networks.
  • Design and deliver large scale industry and public consultation exercises to capture information and evaluate policy choices in areas of technology or industry driven change.
  • Integrate insight from Applied Research into policy development and priority setting. Develop briefings and communications for a non-technical audience either for internal discussion or external publication.
  • Provide technical or managerial leadership to complex research projects to ensure clarity of purpose, quality of output, and continuous improvement.
Skills, knowledge and experience
  • Practical and theoretical appreciation of telco cloud architectures, platforms, application infrastructure, content distribution, and integration strategies.
  • A background of working in relevant industries, preferably in both the vendor and service provider environments.
  • Broad experience and knowledge across the vendor and service provider landscape in the telco cloud sector.
  • An appreciation of the emerging technology in the telco cloud sector.
  • An appreciation of modelling different aspects of telco cloud architectures, solutions and services.
  • The ability to demonstrate how technical or complex concepts can relate to tangible consequences for stakeholders, consumers, and policy areas, including online safety.
  • The ability to present technical work, both verbally and in written form to a wide variety of audiences both internally and externally.
QualificationsEducated to at least degree level (or equivalent) in a relevant engineering or science subject.
