Job Description

The Senior Strategy Manager role is a pivotal newly created role to help deliver the new strategy.We are looking for an experienced, dynamic, and analytical Senior Strategy Manager who can play a key role in PHSOs future development.Client DetailsParliamentary and Health Service Ombudsman (PHSO) are an independent national service who make fair and final decisions on complaints that have not been resolved by the NHS and other government and public organisations.   • Establishing and leading PHSOs strategy function, including setting-up effective strategy methodology and working practices.
  • Identifying strategic opportunities and challenges, establishing their scope, and developing rapid, evidence-based analysis and recommendations to address them.
  • Gathering and analysing a range of quantitative and qualitative evidence to make evidence-based recommendations for business change.
  • Leading and overseeing the development of corporate strategy for PHSO.
  • Leading and overseeing strategy projects, drawing on expertise from across PHSO and matrix managing colleagues as appropriate.
  • Managing the strategy team day-to-day, including effective line management of the Strategy Adviser.
  • Building and maintaining strong working relationships with PHSOs Senior Leadership Team and Ombudsman.
  • Building and maintaining strong working relationships with external stakeholders to understand and influence the strategic context that PHSO is working in.
  • Actively promote, support, encourage and challenge colleagues to adopt robust, evidence based decision-making and strategic analysis methodologies.
  • Proactively identify opportunities for continuous improvement of the strategy function, the Policy, Strategy and Public Affairs team, and the wider organisation.
  • Deputise for the Assistant Director of Policy, Strategy and Public Affairs as required.
ProfileSenior Strategy ManagerManchester or LondonEssential Criteria:
  • Excellent knowledge and understanding of strategy development processes and methods.
  • A good understanding of policy-making processes including UK Government and Parliament.
  • Outstanding analytical and strategic thinking skills.
  • Proven ability to carry out rapid research, analyse complex information, and translate it into actionable recommendations.
  • Ability to identify problems, and develop proportionate, innovative, and pragmatic solutions.
  • Ability to rapidly get up-to-speed with new subjects, including relevant policy and legislation.
  • Highly proactive and skilled at working with a high level of autonomy, with minimal day-to-day oversight, exercising sound judgement.
  • Proven ability to manage the conflicting demands of a varied workload to prioritise work effectively.
  • Highly developed influencing and negotiating skills, including the ability to influence decisions made by senior colleagues.
  • Excellent written and verbal communication skills, and the ability to present complex information concisely and clearly to colleagues at all levels of seniority.
  • Excellent relationship management skills and professional credibility to quickly build positive working relationships.
  • Outstanding organisational, planning, time management, and project management skills, able to deliver to tight deadlines.
  • Highly developed team management and line management skills.
  • Ability to use advanced-level IT skills, including Microsoft Excel, Word, Teams and PowerPoint.

Job OfferSenior Strategy ManagerManchester or LondonPublic Sector and Government
  • Salary: £51,223
  • Civil Service Pension scheme (minimum 26.6% employer contribution)
  • 30-day holiday entitlement, plus 2.5 extra statutory holidays on top
  • Flexitime: Core hours between 10.00-12.00 and 14.00-16.00
  • Extra 2 days of Flexi-leave each month for additional hours that have been accrued
