Job Description

Your new roleWe have an exciting opportunity for a highly motivated and skilled analyst who has a passion for delivering good quality analytical insights and developing robust methods, to come and join a dynamic and influential central analytical function, specifically working in the team which leads on delivering smart motorway evaluation evidence and insights to support business improvement. As part of the Evaluation team you will be project managing and undertaking post opening project evaluations on major road schemes to measure the impact of schemes against appraisal forecasts.As a Senior Evaluation Analyst, you will provide essential business partnering with one of our priority enhancement programmes (Smart Motorways), building effective relationships with key internal and external stakeholders to drive forward rigorous evaluation activity in a timely manner to inform critical business decisions. This is a challenging yet rewarding role that will see you successfully lead on the analysis of large-scale monitoring data, generate evaluation insights and embed lessons learnt to help direct efforts for continuous improvement - this will involve leading on project and programme-level evaluation design and analysis.This role would suit a highly skilled analyst who is adept at analysing large-scale datasets, with a passion for sharing learning and insights and has enthusiasm for developing evaluation methods and capabilities.What you will be leading on

  • Manage the evaluation of projects and programmes including planning; analysing; reporting; and presenting relevant information to internal and external stakeholders. This will include overseeing the work of others within the team / or external delivery partners, ensuring robust quality and timely delivery.
  • Business partnering with one of our priority enhancement programmes (Smart Motorways), building effective relationships with key internal and external stakeholders to drive forward rigorous evaluation activity.
  • Lead the analysis of large-scale monitoring data and support the team in identifying new data sources and evaluation methods.
  • Assist the Head of Evaluation and the Principal Evaluation Manager in developing robust and fit-for-purpose evaluation methodologies and processes to address priority evidence gaps.
  • Assure the provision of good quality analysis which can be used to assess the value for money of the programme and provide accountability within Highways England and for our customers.
  • Synthesise the evidence base and work with stakeholders to develop an analytical plan for enhancing the evidence
  • Task manage and coach junior members of the evaluation team.
  • Help build a strong evaluation culture and capability within the organisation - working closely with other team members.
  • To be successful
  • Demonstrable project management experience, identifying and managing risks to deliver to scope and on time.
  • Stakeholder engagement, building effective and influential relationships
  • Technical knowledge and experience in relation to transport appraisal and / or evaluation methods (ideally in relation to conducting evidence synthesis; meta-analysis; process and impact evaluation; and logic mapping).
  • Demonstrable experience of using statistical data-analysis to support appraisal or evaluation.
  • You are a strong communicator and have excellent written and verbal communications skills to convey complex ideas and analysis effectively to non-technical audiences
  • You are an experienced data analyst and have a range of data science skills (e.g. SQL, GIS, SPSS, FME, R, or PowerBI)
  • A highly motivated team player who leads by example
  • Strong delivery focus with demonstrable experience of using initiative to plan and prioritise workload and working to tight timescales
  • A degree (or post graduate qualification) in a relevant analytical subject (statistics, economics, transport planning, social research or operational research);
  • A bit about usOur role in the Evaluation team is to provide an independent evaluation of major schemes. Evaluating the predicted impact of a scheme before construction and the recalculated impact after the scheme opens to traffic.
