Job Description

Your new roleNational Highways has an exciting opportunity for a Regional Project Management Office (PMO) Manager to join the Regional Investment Programme North (RIP N) within the Major Projects (MP) directorate based out of our Manchester or Leeds Offices supportingthe A66 Northern Trans Pennine Scheme.The A66 Northern Trans Pennine Scheme is set to improve the existing route between the M6 at Penrith and A1(M) at Scotch Corner. The project will involve upgrading single carriageway sections of road to dual carriageway standard and making improvements tothe junctions along the route.The A66 is a key local, regional and national route for east/west journeys in the north of England providing vital connections for freight, tourism and businesses across the UK. The route also plays an important role in the life of nearby communities, connectingpeople to jobs, education, health and other essential services. But sections of the road arent up to modern standards. It repeatedly widens and narrows, making it prone to congestion and delay.Were proposing to deliver one billion pounds worth of investment to dual the remaining single carriageway sections along the 50 mile stretch of the A66 between Cumbria and North Yorkshire. This is one of the largest and most important highways investmentsin the north of England, and will significantly improve journeys, safety and connectivity.Within this role, you will be required to manage the A66 Northern Trans Pennine Schemes PMO team in line with the national RIP objectives. You will ensure consistency of approach to work planning and delivery across the portfolio of projects, and overseeall programme and project controls (schedule, cost, risk, change, document controls and reporting) for the project.It is imperative that you have strong rapport building and stakeholder management experience, as this role relies on collaborative working across the National Highways Team and our multiple Delivery Partners.What youll be leading onImplementation and embedment standardised project control tools, procedures and processes to control, monitor, report and performance manage all work on the programme.Support with the day-to-day management of the PMO team, including effective performance management and development plans to maximise engagement and team performance.Lead the PMO, applying your technical skills and experience to ensure accurate reporting and performance management of schedule, cost, and risk. Ensuring effective and robust integrated project controls.Interface with project delivery, sponsorship and commercial colleagues as appropriate, to ensure processes and controls are compliant and fit for purpose with a consistent flow of accurate data and information.Provide detailed analysis of schedule and cost variances, tracking against contingency and risk drawn downs, aligned with changes.Develop, implement, and maintain project control related interfaces with all client and partner company systems to ensure accurate and timely transmission of data with the minimum effort.Proactive project controls supply chain management to drive efficiency and value.To be successful youll need Significant PMO experience for large programmes working to very tight deadlines, used to handling simultaneous requests for support and information. Knowledge of all project control tools (scheduling, cost, risk, and change) and associated systems. Ability to analyse large quantities of data, summarising and making informed recommendations to optimise opportunities or mitigate risks Experience of people management including appraisals and staff development Track record of delivering improvements to systems and processes, embedding change, and achieving measurable business benefits.
