Job Description

As Monitoring and Evaluation Officer, you will be responsible for the day-to-day delivery of Monitoring and Evaluation (M&E) Strategy. This will involve testing and implementing emerging M&E Framework, which comprises a set of indicators & data sources to measure progress towards achieving the objectives of the Strategic Transport Plan.Client DetailsStatutory sub-national transport bodyDescriptionYou will:

  • Identify evidence gaps relevant to the Strategic Transport Plan and programme of pan-northern transport interventions.
  • Design research and analytical projects using appropriate methodologies
  • Analyse quantitative and qualitative datasets to support strategic decision making and to build our clients evidence base.
  • Collaborate with stakeholders and partners to ensure activities are aligned with those of other bodies across the North of England.
  • Develop new opportunities for collaboration in the area of monitoring and evaluation, enabling our client to draw on external expertise.
  • Contribute professional expertise and knowledge to ensure the effective delivery of projects.
  • Research best practice in monitoring and evaluation, and develop and improve policies, processes and systems connected to this.
  • Promote monitoring and evaluation processes and help embed them across the organisation
  • Ensure team members work within standards, policies and procedures, and identify potential compliance issues, in order to deliver work in a compliant manner.
  • Profile
  • Experience in developing and implementing monitoring and evaluation processes.
  • Strong quantitative skills; specifically, data analysis and evidence assessment. Experience in statistical analysis software (in additional to MS Excel) is desirable but not essential.
  • Qualitative data analysis skills, such as analysing interview and focus group data.
  • Previous experience in the completion of high-quality strategic analysis.
  • Production of high-quality research with experience of commissioning external research.
  • Strong communication skills with the ability to influence others using complex information and a variety of data sources.
  • Effective communication of complex economic and technical issues to non-analytical audiences.
  • Proven track record of successful delivery of projects.
  • Demonstrated effectiveness in managing working relationships with external stakeholders (such as agency partners) at an operational level.
  • Demonstrated effectiveness in managing working relationships with internal stakeholders at management level.
