Job Description

The Head of Portfolio Management Office (PMO) defines and maintains the standards for project and programme management within PHSO. The Head of PMO provides expert guidance, support and insight, and acts as the source of all portfolio information and metrics.Client DetailsThe Parliamentary and Health Service Ombudsman (PHSO) is an independent national service. They make fair and final decisions on complaints about the NHS in England, UK Government departments and some other public organisations.   • Provide visible and effective leadership, leading the PMO to support the portfolio in the delivery of Business Case benefits and outcomes
  • Lead, motivate and manage a team of portfolio management specialists
  • Support Project and Programme Delivery teams in the development of Business Case with input from specialists as necessary
  • Develop and agree budgets for projects and programmes and forecast actual costs against them
  • Advise on appropriate tools and techniques for managing stakeholder relationships
  • Provide assurance on the effectiveness of stakeholder management arrangements
  • Establish the processes and standards for managing risks and issues for the PMO and Corporate Risk functions
  • Provide assurance on the effectiveness of Risk and Issue management arrangements
  • Ensure appropriate governance is in place and arrange external reviews
  • Monitor the effectiveness of controls and ensure that recommendations from external reviews are acted upon
  • Establish and implement protocols to change the scope of projects and/or programmes
Profile
  • Experience of how to identify, profile and secure the resources required to deliver the portfolio
  • Experience of how to systematically identify and monitor risks & issues, planning how to mitigate / respond to those risks and issues and implementing the responses
  • Experience of how to establish, plan and manage reviews at appropriate points during all stages of the project or programme life cycle to provide evaluations of progress against time, cost, quality, compliance and ongoing viability
  • Experience of how to systematically identify, analyse and communicate with stakeholders, using appropriate channels, to ensure all those impacted by the change are engaged, taking account of their levels of influence and particular interests
  • Experience of how to define the fundamental components of a project in terms of its scope, deliverables, time scales, resource requirements and budget
  • Experience of how to develop, produce and maintain schedules for activities that take account of dependencies, resource requirements and constraints
  • Experience of how to clearly define roles, responsibilities and accountabilities and establish controls and approval routes appropriate to each stage of the project to monitor project progress and compliance
  • Experience of how to identify and amend appropriate project frameworks and methodologies to enable a consistent and efficient approach to delivery at all stages of the project lifecycle
  • Experience of how to identify, share and promote best practices and lessons learned to create a culture of learning and good practice that supports continuous improvement to optimise project delivery
