Job Description

  • Lead business change transformation projects, and SLT-governed change activity, to achieve cost reduction and service improvements.
  • Design and commission innovative solutions to change requirements and promote transformational change and innovation.
  • Manage business change activity across areas including technical, people, process, behaviour and culture.
  • Manage multiple change projects through all stages from inception to completion and ensure that each project delivers the required products specified, within the constraints of cost and time.
ProfileSubstantial experience of implementing the critical elements of effective project management, for example:
  • programme and project governance including gateway review.
  • scope management and change control using control procedures.
  • benefits realisation and management.
  • programme and project planning and progress management using appropriate procedures.
  • programme and project resource planning and management including the use of financial controls and budgetary management to deliver value for money.
  • programme and project stakeholder management using appropriate procedures.
  • programme and project risk and issue management including the identification, evaluation and mitigation of risks and issues.
  • programme interdependency management using appropriate procedures.
Track record in delivering planned and agreed projects on time and within budget.Experience of leading, cost reduction and /or improvement projects.Understands and promotes a holistic approach to business change and harnesses support from other back office branches to achieve this change, including, IT, Training and Development, HR and others.Understanding of how to achieve sustainable business change through investment in people, process, information, and infrastructure.Understanding and knowledge of the application of business analysis to underpin effective change solutions.Knowledge of procurement processes under EU legislation/regulations.Knowledge of project management software.Keeps abreast of developments in project and programme management methodologies and approaches.Significant experience of managing a range and number of projects at the same time, with conflicting requirements and timeframes.Worked at a senior level, in large-scale complex organisation in a similar capacity or role.Works closely with and advises senior officers on all aspects of project management.Experience of project management successes covering a breadth of business change work; such as complex technical, cultural, people and process change.Ability to lead transformational change projects, setting direction, pace and ensuring the delivery of benefits to the organisation.Ability to deal with high degrees of complexity, ambiguity and changes to business focus.Strong interpersonal skills and a proven ability to develop, maintain and enhance relationships with a variety of internal and external contacts.Strong leadership skills and ability to influence decision making at a senior level.An enquiring mind and a track record of delivering innovation.Able to work effectively with senior staff to embed programme governance and management.Able to collaborate with business change owners, other stakeholders and business analysts to develop robust and effective programme management approaches.Experience of standard desktop personal productivity software (word processing, spreadsheets, e-mail, scheduling software).Management of project lifecycle, from inception to completion.Experience of staff management and supervision of project teams, including external contractors and senior suppliers.Experience in budgetary planning and control and a sound financial knowledge including cost benefits analysis and forecasting, and the ability to see wider implications of programme financial variances.Experience of commissioning business analysis to underpin the development of effective change solutions and business cases.Experience of motivating project teams and generating an enthusiasm for change.Experience of finding innovative solutions to ensure the continuous improvement of products and services.Experience of selecting and managing project teams, including prioritisation, planning and allocation of work, to ensure that team members are able to meet the needs of programme.Experience of working with board level members and chief officers to deliver a range of projects.Experience of managing external contracts and senior suppliers.Job OfferThis is a rare opportunity to join a Public Sector organisation in a period of significant change & transformation, where you will be able to see the tangible effects of your work and projects.As such, it also offers good opportunities for further growth and delivery experience in a challenging and often fast-paced environment, along with fantastic pension, and other great benefits.
