Job Description

A newly created, permanent, full-time role within a close-knit team of Finance professionals, business partnering with a variety of senior stakeholders across the organisation, supporting on the end to end processes of forecasting, budgeting and also reporting.Client DetailsParliamentary and Health Service Ombudsman (PHSO) are an independent national service who make fair and final decisions on complaints that have not been resolved by the NHS and other government and public organisations.   • To contribute towards the delivery of PHSOs annual budget setting exercises by working with budget holders on their requirements linked to their business plans.
  • Supporting capital budget setting and monitoring
  • Ensuring that budget holders have robust and timely financial forecasts
  • To deliver quality and timely monthly financial reporting packs to budget holders to support effective stewardship of PHSOs resources within the limits voted by parliament.
  • To review and challenge the integrity of the data and records in the general ledger that is shared with budget holders.
  • Providing costing information to budget holders to inform operational decision making as required.
  • To develop effective relationships with a range of internal and external stakeholders including the PHSO budget managers and administrators at all levels,
  • To provide quality advice, training and challenge to budget holders on budgetary control and accounting related matters.
  • To assist the Finance Business Partner in the delivery of financial management information to support decision makers at all levels.
  • To substitute for and make decisions on behalf of the Finance Business Partner when required and as necessary.
ProfileEssential:
  • Part Qualified or studying AAT or CCAB or equivalent recognised accountancy body with experience of working on budgets and management accounts
  • Knowledge of financial management within a public sector organisation
  • Some experience of providing and developing financial management and planning support to a mid sized organisation
  • Excellent skills in Excel (Vlookup/Sumif/Pivot tables)
  • Good skills in Word, Powerpoint and Sharepoint
  • Experience of work with Sun financial system or similar
  • Excellent communication and stakeholder skill
  • Process improvement in a financial management environment
  • Ability to work collaboratively and apply feedback
  • Good problem-solving skills
  • The ability to meet targets and deadlines
  • Demonstrable high levels of efficiency and flexibility
  • Ability to use own initiative and manage competing priorities
Desirable:
  • An awareness and understanding of how public administration (central government) or the NHS operates
  • Previous experience of working in a customer focused environment, demonstrating empathy.
  • Previous capital accounting experience (desirable, but not essential).
  • Knowledge of Resource Accounting requirements within the public sector
Job Offer
  • Starting salary of £30,471
  • Civil Service Pension scheme (minimum 26.6% employer contribution)

  • Flexitime: Core hours between 10.00-12.00 and 14.00-16.00
