UK Money Laundering Reporting Officer

Job Description

M&G plc requires an experienced UK Money Laundering Reporting Officer to act as SMF17 for all UK entities (FCA regulated and non-FCA regulated, as appropriate) within the M&G plc Group.The role will report to the M&G plc Group Global Director of Financial Crime Compliance that sits within the second line of defence.Purpose statements:

  • To fulfil the legal and regulatory obligations of SMF17/MLRO for all UK entities within scope of the UK MLRs
  • To oversee and implement the UK Financial Crime Framework in respect of all financial crime risks (ML, TF, Sanctions, Fraud, B&C, TE) and the implementation of financial crime policies and standards.
  • To ensure oversight of financial crime operations with focus on identification of high risk customers, due diligence, screening and transaction monitoring controls.
  • Approval of high risk customers, counterparties and transactions, where required, escalating where risk may fall outside of financial crime risk appetite thresholds.
  • Take delegated Nominated Officer responsibility as required from time to time from the Group Head of FCC in relation to the receipt and submission of SARs, evaluating internal disclosures and maintaining full and complete records.
  • Be responsible for the provision of regular and accurate Management Information and Reporting to the Boards of in-scope obliged entities and Group FCC on the effectiveness of financial crime processes, risks and controls.
  • Undertake regular assessments of the firms general exposure to financial crime risk, identifying inherent risk, mitigating controls and support in the testing of the effectiveness of such controls.
  • Acts as a senior point of escalation and advice for UK financial crime risk issues.
  • Coordinate and ensure a programme exists to monitor compliance with applicable financial crime laws and regulations and associated group and regional financial crime policies.
  • Oversee independent testing and audits regarding the efficacy of M&Gs AML & CTF policies, procedures, systems and controls, including overseeing monitoring of third parties in relation to outsourced financial crime activities.
  • Work alongside global AML officers and MLROs.
  • Develop and manage a team in the provision and support of financial crime advice to senior management and the business.
  • Drive and foster collaborative relationships across the business including with Group FCC function.
  • Arrange and undertake training through various delivery channels and at different levels of management, including senior executives as appropriate.
  • Review developments in AML/CTF laws and regulations, including regarding institutions, classes of transactions, or types of accounts that have been designated as a primary ML/TF concern, and implement any special measures that have been imposed.
  • Developing annual plan(s) that articulate(s) the risks, objectives and initiatives.
  • Participate in relevant Governance Committees
  • Act as principal point of contact for internal and external stakeholders (including regulators) in relation to financial crime.
  • Participate in and work with relevant industry bodies (MANDATORY FOR ALL ROLES)
  • Knowledge statements:
  • Has a detailed knowledge and understanding of the UK regulatory and legal requirements regarding financial crime compliance
  • Detailed knowledge of the expectations of the FCA and other relevant UK AML supervisory bodies (i.e. HMRC)
  • Has extensive knowledge of all financial crime risks
  • Experience statements:
  • Experience in a financial crime senior management position within financial services, ideally asset management (Essential)
  • Proven experience Has acted as a Money Laundering Reporting Officer/SMF17 (desirable) or a performed a deputy role (essential) for an FCA regulated firm
  • Builds and maintains strong relationships with internal and external networks and stakeholders.
  • Appropriately challenges and influences others to achieve agreement and obtain buy-in.

  • Qualifications:
  • Holds an industry Financial Crime Compliance qualification at a professional level (e.g. ICA Diploma or ACAMs)
  • Technical level: D - Expert Required skills
