Transport EconomistGovernment DepartmentCONTRACT ROLETransport experience essentialSubstantial experience working within the economist profession, whether in economics, statistics, quantitative social science, operational research or transport modelling.In this role you are responsible for applying your analytical expertise to the Union Connectivity Review. The work you do will influence the business cases for years to come for schemes across all modes and across the UK. This is a unique opportunity to lead analysis for a high-profile, cross-cutting strategic review.You will be comfortable taking a broad problem statement and defining the analytical questions that will produce new insights. You will have a proven track record of delivering high quality output to a deadline.You will assess the current connectivity across the UK (capacity, journey time, resilience, demand, travel patterns), identify priority routes, and assess and validate proposals for improving connectivity. You will manage transport consultants to support with analysis, modelling and data visualisation.• Applying analytical expertise to the development of strategy, including in areas where the strategic context is complex or evolving, or where the data is challenging;• Applying deep professional expertise to deliver robust analysis, project managing the work to ensure it is delivered to expectations;• Undertaking or commissioning high quality research involving the development of the evidence base and analysis to support policy creation and progression;• Interpreting results effectively and conveying impactful analysis to influence senior decision makers;• Working with a range of stakeholders across boundaries (cross-government and/or with delivery partners), building collaborative working relationships;• Able to lead, inspire and motivate own team to undertake complex and challenging analytical work, providing clear direction in line with corporate strategy.The Union Division is a new team focused on cross-border travel between the four nations of the UK and transport connectivity within Scotland, Wales and Northern Ireland. Strengthening the Union is a priority for the Government, with the Prime Minister creating and taking the role of Minister for the Union in his first few days in office.The team manages the department’s relationship with the Scottish and Welsh Governments and the Northern Irish executive and provides advice and strategic direction to the rest of the department on national devolution matters. The role of the team will become progressively more important in the lead up to next year’s elections for the devolved administrations. The devolved administrations are now mature legislatures and are responsible for a wide range of transport powers, so the team has the challenging role of ensuring that the UK Government delivers for the people of Wales, Scotland and Northern Ireland while respecting the devolution settlements.The team is growing rapidly as we will be providing the secretariat for the Union Connectivity Review. The Prime Minister has commissioned this review and asked Sir Peter Hendy to take it forward as an independent chair. It will review all future road, rail, air and cross-sea links between the four parts of the UK.We are a friendly and collaborative team, with an emphasis on inclusion and diversity. As our work relates to the Union, we have strong links with the territorial offices, BEIS, Cabinet Office, HM Treasury and Number 10. Our work involves the nexus of policy, legislation and funding and cuts across departmental divides which are historically by mode of transport (e.g. rail and road). Required skills
