Job Description

Directorate Overview T he Banks mission depends on data and analytics, through their role in the Banks decisions, its operations, and the information it provides to the public. Data and analytics have received a new level of senior attention and backing in the Bank, following Huw van Steenis Future of Finance review, the Banks response, and the Governors Mansion House speech. The Bank is now publicly committed to delivering a "world class regtech and data strategy". A new Directorate, Data Analytics and Transformation (DAT), headed by Gareth Ramsay, has been created to lead on this. DAT is the Banks centre of expertise for data strategy implementation and the compilation, dissemination and publication of regulatory and statistical data. We support analysis, policy and decision making by the Banks Committees, UK government departments and international organisations. Key stakeholders for our work include MPC, FPC and PRA Boards and our data are used in the Inflation Report, Financial Stability Report, Credit Conditions Review, Stress Test Results, FPC Core Indicators and Quarterly Bulletin. Decisions made in these Boards and from these reports have national economic significance." Data Strategy Implementation Division Within DAT, a new division called Data Strategy Implementation Division (DSID) leads the definition and implementation of the Banks Data and Analytics (D&A) strategy. This strategy touches on practically all functions of the Bank, due to the central importance of data and analysis in our daily work. It also affects the firms from whom we collect data under statutory powers, the domestic and international official sector bodies with whom we share our data and analytics, and the public who receive data and analytics outputs published by the Bank. Through the 2020s we intend to transform the way the Bank defines and collects data, the way it manages data and its capacity to analyse it, to make our use of data and analytics as insightful, reliable and efficient as possible. In addition, DSID leads the operation of the shared data and analytics services that mean colleagues can harness the power of data and analytics in their business as usual (BAU) work today. The Analytics Enablement Hub (AEH) was established last year to provide a Bank-wide analytics strategy and the support needed to help colleagues realise the potential of our data, and the analytical tools and platforms available to them. The AEH is a virtual team composed of colleagues from different areas across the Bank. They collaborate together to provide a cohesive, easy to access, supported self-service model utilising the skills and expertise we have. The core teams within AEH comprises teams from DSID (Data Analytics and Transformation) and Data and Analytics Modelling (Technology). The Data and Analytics Project Pool Team The Data and Analytics Project Pool was set up over a year ago to help address data and analytics challenges across the Bank. It is a partnership between the Analytics Enablement Hub (within the Data Strategy and Implementation Division), Advanced Analytics and Data Platforms (Technology). We do this through the deployment of multi-disciplinary teams that work closely with business areas to design and implement solutions using a combination of: 1. new analytical tools; 2. new and established analytical techniques; and 3. (re-)design of analytical business processes. Following the success of the project pool over the past year, the Data and Analytics Project Pool has become a key channel for meeting our Strategic Goal of "delivering a world class regtech and data strategy" and it is now expanding to become a reference team for the Banks Data & Analytics (Hadoop-based) Platform. This D&A Platform, with Bank-wide scope, will be live at the beginning of the year and will be the reference platform for self-service analytics across the Bank, including the basis for our cloud enablement programme. Job Description This is a really exciting opportunity to be part of a high-profile transformation, by contributing with your skills and experience in a role that will be at the heart of shaping one of the most fundamental future technological capabilities around Data & Analytics in the Bank. You will be at the heart of the Data & Analytics project team, bringing big data technical skills and being given the opportunity to shape, lead and deliver these projects alongside the different areas of the Bank. As a key part of the Banks Data and Analytics Platform strategy, you will help deliver valuable business change to the Bank by:

  • helping to unlock the value of our data and enabling the creation of new insights and data-driven decisions in the Data and Analytics Platform;
  • contributing to significant improvements in the efficiency of our analytical processes by pairing up to business areas who would like to do their analytics in the D&A Platform;
  • and acting as a role-model for best practices and propagating data science big data capability to the wider Bank and in industry. These roles will sit within the Analytics Enablement Hub team, reporting to the Data & Analytics Project Pool Manager. We expect you will help shape the role, but anticipate you will: Advice and Scoping of projects in the Platform:
  • Scope and shape data and analytics projects in conjunction with business areas from across the Bank and ensure they are aligned with the Bank-wide Data and Analytics strategy. This includes working closely with the business area to understand the purpose, requirements and benefits of proposed projects.
  • Advise and encourage business areas on how to present their datasets to have Bank-wide analytical value.
  • Advise Analysts on setting-up and governance of reproducible analytical pipelines to ensure the analytical work follow best practices and can be shared with the wider community.
  • Oversee the fair access to the platform by the different business areas according to their use case, including: assigning D&A Projects, assigning gateways, handling exceptions.
  • Delivery of projects in the Platform :
  • Lead and/or support the delivery of data and analytics projects in the D&A platform as the technical expert and oversee the project plan and team deliverables. Lead and/or support the delivery of pipelines that ingest
