Job Description

As the Strategic Retrofit Manager, you will play a key role in implementing the Decarbonisation Strategy, through ensuring a strategic approach to the energy efficiency and decarbonisation of the housing stock and informing decarbonisation programmes andvalue for money, whilst taking account of relevant fire safety, accessibility, design quality and aesthetics, regulations and legislation.Client DetailsMy client is a highly renowned and large Housing Provider with nationwide coverage, but for this role mainly based out of London.DescriptionAs the Strategic Retrofit Manager, you will be responsible for the following:

  • Play a key role in supporting the Head of Decarbonisation in developing and implementing the Decarbonisation Strategy, protect the residents interests, and ensure that retrofit works are safe, high quality and performing to their maximum potential
  • Lead on opportunities for identifying and securing investment through funding streams and opportunities including bid requirements, deadlines, criteria, priorities and other metrics to assess their suitability under the decarbonisation strategy
  • Work with the Head of Decarbonisation and other team members and the commercial team to prepare bids, including the Social Housing Decarbonisation Funding and ECO funding
  • Oversee the energy efficiency modelling system and other specialist stock data to support bids and work with commercial team colleagues to ensure pricing and procurement issues are understood and covered in the bids
  • Contribute to dissemination and discussion of feedback on tenders and bids to promote learning and improvement
  • Lead on building a robust understanding of the housing stock, and ensure accurate specialist relevant data, through stock assessment, to enable high quality investment modelling and inform strategic decisions and priorities under decarbonisation programmes
  • Development of retrofit strategies from individual properties to whole property portfolios
  • Lead on the design and technical review of proposals for decarbonisation schemes to ensure that they are line with strategic objectives, are PAS 2035 compliant, and work with the Decarbonisation Programme Manager, to oversee the retrofit process
  • Support the procurement and supervision of retrofit work, including visiting site as required to identify and address issues
  • Work with the Head of Decarbonisation and the Decarbonisation Programme Manager to ensure contractors and consultants hold the appropriate third-party accreditation for their service specialism and that Consultants are performing effective Quality Controland ensure contracts are fully compliant with all relevant statutory, regulatory and corporate requirements
  • Ensure coordination with planned and other investment teams within the organisation to ensure retrofit projects are harmonised with other investment programmes to minimise disruption to residents and maximise value for money and efficiency
  • Lead on the evaluation of the impact of decarbonisation works, including monitoring and post occupancy evaluations, on aspects such as tenant and resident satisfaction, and community well-being, ensuring that this learning is built into relevant designand technical guides, and this information is communicated effectively to relevant colleagues, stakeholders, and services
  • Report on the benefit realisation of decarbonisation works to senior management and the relevant stakeholders
  • Oversee the production of accurate records and strategic performance reporting on the energy efficiency and decarbonisation of the housing stock and make strategic recommendations for best use of the stock, taking account of relevant fire safety, energyefficiency, decarbonisation, design quality and aesthetics, regulations and legislation
ProfileThe successful Decarbonisation Programme Manager will need the following:
  • Ability to manage complex projects
  • Excellent communication and facilitation skills with strong listening, and analytical skills
  • Ability to build strong relationships both internally and externally within the organisation
  • Highly organised with the ability to communicate clearly and concisely
  • Ability to meet deadlines with accuracy, and attention to detail
  • Extensive technical knowledge and understanding of construction details in all types of domestic dwellings, and an ability to check specification, design drawings and cost works in order to validate and assure
  • Experience of building and maintaining relationships with contractors, stakeholders and customers to continually improve services
  • Able to write high quality, successful method statements for tenders and / or other bids
  • Able to get to the office in London on a regular basis
  • Detailed understanding of PAS 2035 and other relevant legislative and regulatory requirements; preferably qualified Retrofit Coordinator.
  • A professional qualification such as RIBA, RICS, or CIBSE is desirable
  • Sound knowledge of relevant building regulations applicable to all types of domestic dwellings, including high rise developments.
  • Knowledge of EPC, SAP, PHPP reports, data management, data integrity and energy efficiency modelling systems
  • An analytical mind with a high level of intellect - combining excellent written and oral skills
  • Experience of writing successful tenders and / or other bids to a high standard,
  • Excellent analytical skills to understand and disseminate key points
  • Excellent written and verbal communication skills - conveying complex information in a clearly intelligible, concise and compelling manner.
  • Able to use relevant applications, including MS Office to produce tenders and presentations
  • Experience of managing and motivating staff to achieve performance targets is desirable
