We are responsible for building and runningHMRC IT services along with providing IT change and operational support.Job descriptionThis opportunity is working within HMRCs Borders & Trade (B&T) as an experienced Portfolio Analyst The Portfolio Analysts will be responsible for the oversight of a collectionof Programmes or Projects that contribute to the delivery of departmental or business area objectives. They will focus on primarily providing insight, information and support that strengthens portfolio governance and enables prioritisation decisions and theeffective allocation of resources across the portfolio. Ultimately, analysts help ensure optimal delivery of departmental / business strategic objectives in line with government priorities through the analysis of a range of information sources and engagementwith programme and project stakeholders and converting this into informed insights using appropriate reporting and visualisation methods. There are three positions available, each covering one of the following areas:Programme Delivery Assurance and Governance. E2E Planning.E2E Planning Support / Metrics.ResponsibilitiesProject Pipeline - Works with business areas to identify and categorise new projects. Governance & Reporting - Co-ordinate reporting from projects and provide analysis of performance. Providesecretariat for governance boards. People & Leadership - Working with the BA and SA streams on the E2E technical governance (requirements and systems traceability). Planning, Scheduling & Resourcing - Working with the requirements scope lead on CR managementensuring priorities are aligned against the CDIO Programmes and are included in the delivery plans (working closely with the E2E planning lead). Risk & Opportunity Management - Identify and monitor portfolio risks including threats and opportunities and escalateas appropriate. Stakeholder Management - Manage and engage with a wide range of stakeholders. Draft and sign off correspondence. Benefits Management - Help develop mechanisms for capturing and measuring benefits. Essential Criteria: You will need to demonstratewithin your application the following essential experience: Experience of supporting senior leaders in working with medium to large scale technical and IT enabled business change projects against a backdrop of large scale organisational change. Awareness andmonitoring/tracking of commercial deliveries including project costs and budgets. Ability to effectively challenge external suppliers to ensure best service and value for money. Experience of driving delivery through direct teams and multiple external suppliers.Understanding and practical experience of both Agile and Waterfall methodologies.
